    Executive Director of Adult Social Services - England, United Kingdom - Norfolk County Council

    Job Purpose and Context

    As a member of the Executive Leadership Team, share in the development and review of corporate strategies and the allocation of resources to meet statutory, County Council and service requirements, to meet the needs of Norfolk residents.

    To ensure the provision of professional advice to the County Council, to enable it to determine cost effective and innovative strategies that realise the Council's visions and objectives.

    To lead and direct Adult Services within the County Council, to ensure services are delivered effectively and to performance targets.

    Deliver statutory functions of relevant legislation and Acts relating to public service responsibilities to care and health of vulnerable adults, to champion positive outcomes across all agencies.

    To lead the development of a holistic and integrated approach to strategic planning and commissioning across relevant services to meet the Council and system ambitions for Norfolk.

    To manage the Public Health function on behalf of the whole council, ensuring the leadership and strategic direction improves the health and wellbeing of residents, reduces inequalities in health outcomes and protects local communities from public health hazards (infectious diseases and environmental threats).

    Accountabilities Corporate Leadership

    As part of the Executive Leadership Team, plan and prioritise to ensure the Council meets statutory obligations and achieves the Council's long-term vision and the delivery of high-quality services that meet the needs and aspirations of the people of Norfolk.

    Be the lead professional advisor to Members on policy and service delivery matters in relation to the directorates services, through provision of professional advice, data and analysis to allow informed and timely decisions that are in the best interests of Norfolk.

    Lead change activities or programmes across the Council, which are critical to the long-term success of the authority. Oversee joint working across the Council departments and partnership agencies to ensure efficient and effective delivery of corporate objectives.

    Directorate Leadership

    Lead the development and delivery of the framework of strategies and policies across the directorate services to ensure the effective and efficient delivery of the Council's statutory obligations and realisation of strategic objectives.

    Ensure the workforce is enabled to deliver high levels of performance, through appropriate recruitment, development, communication, and involvement, ensuring their health, safety and well-being at work.

    Business Performance Leadership

    Manage the directorates budgets and resources effectively ensuring they are controlled and deployed to meet quality standards, service user needs, and provide value for money. Maximise revenues where possible and access external funds and resources that support the Council's programmes.

    Lead the development of integrated quality and performance management arrangements across all services to achieve high standards of quality and effectiveness and improve the performance, customer service and reputation of the authority as measured by performance indicators, public feedback and inspection.

    Leading People and Partners

    Lead the development and management of relationships with partners, agencies and stakeholders to achieve integrated planning, commissioning and delivery of services regionally and locally to effectively support the Council's vision.

    Liaise with appropriate organisations to provide a proactive role in shaping and influencing regional and national policy development in the best long-term interest of Norfolk.

    Represent the Council, with the media and through appropriate networks, to ensure a positive image and raise the reputation of the Council.

    Facilitate public involvement in service development, to ensure better understanding the needs of Norfolk, and to deliver high customer satisfaction.

    To influence and shape the local health care system, building and maintaining a strategic relationship with the Norfolk and Waveney ICB, and sitting as a local partner member on the Integrated Care Board.

    To ensure all services, directly delivered or commissioned, are achieving high standards in safeguarding and promoting the welfare of vulnerable adults and that safeguarding procedures are adhered to.

    Person specification Essential skills and abilities

    • Successful delivered service improvement and manage organisational change
    • Able to demonstrate political sensitivity and interpret political will in a complex political environment
    • Understanding of local authority workforce development requirements
    • Able to work effectively in co-operation and partnership with a wide range of organisations from the public, private and voluntary sectors.
    • Commitment to and understanding of equalities issues in service delivery and employment.

    Essential knowledge or experience

    • Experience of successfully commissioning and managing large and complex resources - financial, property, technology, staff
    • Experience of developing services and translating local, regional and national requirements and initiatives into delivery of practical outcomes

    Understanding Context and Organisation

    • Detailed understanding of local government organisation and services
    • Understanding of relevant local and national service agendas and relevance to the wider social and economic environment within Norfolk.
    • Demonstrates organisational values of Trusted, Accountable, Ambitious and Inclusive

    Service Delivery Experience

    • Successful delivered service improvement and manage significant and complex organisational change
    • Able to demonstrate political sensitivity and interpret political will in a complex political environment
    • Understanding of local authority workforce development requirements
    • Successful experience of working effectively in co-operation and partnership with a wide range of organisations from the public, private and voluntary sectors including in an integrated service delivery environment.
    • Commitment to and understanding of equalities issues in service delivery and employment.

    Strategy, Planning & Issue Resolution Skills

    • Highly developed and complex levels of knowledge, with ability to apply analytical reasoning and develop original responses to complicated and unpredictable problems and situations.
    • Able to operate at a strategic level, planning and strategically manage services of a large and complex organisation in areas relevant to the role.

    Communication Skills

    • Excellent communication and diplomacy skills with the ability to build strong networks and influence and persuade senior partners and stakeholders.
    • Ability to gain the confidence of Members, senior managers, partner organisations, colleagues and employees.
    • Ability to provide a clear overview of complex issues and provide sound, professional and reliable advice in an engaging, accessible and non-technical manner orally and in writing.

    Manage and Lead Resources

    • Ability to use data to determine the effective use of resources
    • Able to lead multi-disciplined integrated senior workforce within a political infrastructure and manage and motivate them to deliver high levels of performance

    Mandatory Qualifications and Experience

    You will be expected to hold professional qualification in one or more of the professional fields within the directorate.

    Authoritative understanding of one or more relevant professional areas of expertise equivalent to senior professional qualification (i.e. post-graduate level ability with substantial post-qualification experience). This must include as a minimum Adult Social Care delivery.

    Job holders will be expected to understand what is meant by safeguarding vulnerable groups (children, young people and adults) and how to raise concerns.

    This role requires an Enhanced DBS check.
