Our role extends from the initial selection of Freeport locations through to delivery and the monitoring and evaluation of the real-world impact of Freeports.

This wide remit brings with it a challenging and exceptionally varied workload:

at present we are moving into a new phase of delivery for the programme as Freeports receive final approvals from government and become fully operational.

We are also continuing to support work on setting up Freeports in the devolved administrations. This is both a fast-moving and a highly political work environment.


Job description:


As the Programme Lead for Performance Management and Learning in the Freeports Delivery Team, you will lead a new-sub team that is responsible for managing the UK Government's relationships with the English Freeports and ensuring high performance as they move into full implementation.

Your team will ensure the progress of Freeports delivery is monitored and robustly evaluated, while deploying support or engaging key government partners to resolve delivery blockages.

You will do this by having a good understanding of what is happening on the ground by through building close relationships with relevant stakeholders, regular engagement with the Freeports and the analysis of data.

Your portfolio of work will primarily cover three areas:1) Relationship Management Support

  • Your team will provide the tools and support to ensure effective relationships are built and maintained with the Freeport stakeholders. You will support Freeport relationship managers in carrying out their role effectively, so they can provide handson advice and support to the Freeports to support successful delivery.
  • You will need to identify areas across the delivery of Freeports where capability building is required, to upskill the Freeport relationship managers to ensure their services to the Freeports remain relevant and useful.
  • You will be required to develop training and guidance to support the Freeport relationship managers in carrying out their duties well, while also looking for and recommending smarter solutions on the processes/ practices already in place.
2) Monitoring and Performance

  • You will oversee the implementation of our monitoring and evaluation framework and performance management and assurance framework. These frameworks ensure the mechanisms and processes are in place to support Freeports in delivering on their commitments, while also providing an accurate picture of what is happening on the ground.
  • You will lead and support your team to carrying out the performance management process for Freeports. This will include overseeing project change requests; the analysis of data and intelligence from monitoring forms and annual reviews on Freeports delivery progress. As the accountable G7 for this workstream, you will need to ensure the processes are carried out effectively and efficiently and provide value to the team's objectives. You will need to ensure proper due diligence of these processes taking place, making sure the appropriate instructions are followed and the necessary clearances are received when decisions are made. You will need to ensure your processes are able to identify delivery risks and issues and be able to deploy a range of measures to unblock issues and support the successful delivery of the Freeports programme.
  • You will manage the systems currently in place to monitor delivery and performance but should remain agile to reviewing these processes as the programme develops to ensure they remain fit for purpose and meet DLUHC's needs.
  • Your team will also need to work closely with other subteams to ensure delivery risk is managed across the programme and that the delivery of Freeports can be maximised to meet the policy objectives.
  • You will lead and manage the Freeports benefits management workstream, working closely with the benefit owners to ensure the benefits of the programme are tracked, reported against and delivered.
3) Evaluation and Learning

  • You will contract manage DLUHC's UK Freeports evaluation contract with an external provider. This includes being responsible for daytoday management of the contract, ensuring the contractor is delivering a highquality service, on time and budget and to agreed deliverables. You will be the contractors' key point of contact and be expected to steer their direction of work, provide technical feedback, and clear their deliverables
