As part of our approach toIslington's Community Wealth Building strategy, we aim to equip our residents with appropriate 'green skills' to enable them to take advantage of opportunities as we transition to a low-carbon economy.


This strategy focuses on a practical objective and will ensure that the skills required to deliver our Net Zero Carbon ambitions can be found locally, so that the borough can progress toward 2030 targets while continuing to build the wealth and economic well-being of our local communities.

It is also important to recognise that many of the green jobs and skills are not completely new, much of this work will involve existing skills being readjusted or upskilled in light of new technologies and increased environmental awareness.


We propose to base our strategy on the recommendations within theCentral London Forward report on green jobs and skillswhich recommended a practical "mission-based" definition.

This refers to green jobs that contribute to the achievement of Net Zero Carbon and broader environmental goals.


Based on the above, we will initially focus on our programme priorities and skills needed to deliver these; primarily practical skills and construction, renewable energy, and waste management but also green finance, climate change and climate adaptation research, strategy, policy, monitoring, and planning.

To ensure that the proposed new 'Green skills hub', which has been negotiated as part of the Section 106 obligations at the Holloway Park redevelopment of the women's prison, is effectively mobilised to engage local tradespeople and residents, increase awareness of, and build local skills related to, green construction methods.


To identify upcoming opportunities linked to the pipeline of carbon reduction jobs through the Council's own Housing and Corporate Buildings programmes, to ensure that the courses offered at the Green skills hub will meet the local need and ensure that the training offered has a line of sight to good local jobs.


To grow the local green skills base in the borough both through engaging existing tradespeople in upskilling, and through engaging adults and young people new to the sector, in the training offered.


To plan, lead, deliver and evaluate communications campaigns that support the objectives around the Green Economy set out in the council's Strategic Plan, including marketing, media relations and digital communications.

Ensuring that the communications work is effective, data-driven, targeted and culturally competent.

  • Monitor developer compliance with the Section 106 agreement in relation to the green skills hub, ensuring that delivery proceeds at pace, and also that it enhances but does not duplicate any other local provision.
  • Ensure that the hub fit out is timely and relevant to the planned purpose with appropriate equipment, apparatus and resources.
  • Maintain an updated understanding of the local jobs pipeline related to our major development sites, to ensure that the learning activities directly relate to actual job opportunities.
by charting the works-packages in-order to create a schedule of works of potential employment routes for residents, within the councils:


  • New Homes Building
  • Capital Works (Housing Maintenance
  • Retrofit)
  • Repairs Services
  • Non-Residentialoperations
  • Private developments (Section 106)
  • Identify relevant training programmes for delivery at the hub, identifying any pretraining needs to ensure there are accessible pathways for our residents.
  • Work with colleagues across the council and its partners, to ensure that the hub is engaging those communities who are currently underrepresented in specific roles or sub sectors within the construction industry.
  • Work with the Local Economies team, housing commissioners, procurement, and the construction sector manager to identify relevant local (could mean subregional) tradespeople and engage with them to access and achieve relevant accreditation such as PAS 2030 and PAS in order to be able to deliver retrofitting and associated works within the borough, including opportunities presented by private homeowners looking to retrofit their properties.
  • Be responsible for ensuring that the Hub becomes a coherent Further Education and Adult Learning satellite, acting as a conduit for the local green hubs based in local colleages and the 'Euston Construction Training' centre.
