    Job Summary

    The Planning, Partnerships and Performance Division lead on the Health Board's planning process across our whole system and what we will achieve for our population. Delivering exemplary results requires exemplary people and so we are looking for a high calibre, talented and inquisitive person to bring inspirational senior leadership, innovation and passion to the role of Head of System Planning and Performance.

    You will have operational responsibility for the development of planning and performance across the 'whole system', from primary and community care, through to the planning of secondary and specialised services. As a passionate and driven person you will relish teamwork and embrace collaborative joint ventures to drive long term strategic planning support to ensure that we deliver provision of a modernised, patient focused service across the health board. You will lead on the vital aspects of system wide bed planning, providing system, demand and capacity and data modelling to support service development, looking to ensure intelligence led service planning and the Integrated Medium Term Plan (IMTP).

    Your unique perspective to challenge the status quo and seek out novel new solutions will recognise the broader impact of the role, going beyond metrics and dashboards to appreciate the value that you can bring by using actionable insight to make a positive difference to the people of Gwent.

    Main Duties of the Job

    1. Provide leadership, strategic and professional management combined with operational responsibility for the development of planning and performance across the 'whole system', from primary and community care, through to the planning of secondary and specialised services.
    2. The post holder will be a senior manager within the Aneurin Bevan UHB and a senior member of the Planning and Performance Division.
    3. The post holder will take the lead in providing system, demand and capacity and data modelling to support service development, looking to ensure intelligence led service planning and the Integrated Medium Term Plan (IMTP).
    4. The post holder will take a lead in demand and capacity planning and bed planning across the system.
    5. The post holder will lead the development of performance reporting, working with teams in the Digital, Data and Technology Directorate, Primary Care Information Team, Mental Health , Population Health and colleagues in the Planning Team.
    6. Monitor the delivery of ABUHB's Plan and business activities through an agreed Performance Framework
    7. This role provides direct management support to the Assistant Director of Planning and Performance and will deputise for this area as required in their absence.

    Essential

    • Masters level qualification within relevant field, or equivalent demonstrable experience
    • Extensive specialist knowledge over a range of disciplines, NHS planning, performance management, programme management, business planning, clinical services, information systems, research & development, finance and HR services
    • In depth knowledge of planning and performance within the health sector
    • Understanding of Welsh Government and organisations principles and standards of governance, policies, strategies, and plans
    • Extensive experience of planning and/or performance management at a senior level
    • Analyse and interpret complex performance information to provide insight
    • Extensive knowledge of Demand and Capacity Planning and development
