Purpose of Role
Key Accountabilities
- To manually calculate entitlement to Housing and Council Tax Support, other welfare benefits and all the discretionary payments when necessary
- To process all Discretionary Housing Payments, Council Tax Support Hardship Fund and Local Welfare Provision claims to defined quality standards and specified timescales
- To give comprehensive advice on all aspects of Welfare Benefits.
- Discuss expenditure minimisation e.g. making payments to creditors or cutting down on non-essential expenditure.
- To discuss in detail client's debt problems and provide advice and assistance to enable them to resolve them.
- To assist customers with the opening of bank accounts or other alternatives for the receipt of Benefit Payments and Local Welfare Provision payments.
- To prioritize one's caseload including the booking of appointments when necessary.
- To calculate and load award payments on the relevant system.
- To actively participate in continuous staff development and training.
- To use professional discretion and maintain confidentiality.
- To access all the IT systems used by the Council to input and retrieve information.
- To liaise with, negotiate and make referrals to 3rd parties including internal and external organisations in order to assist customers to improve their living situation
- To keep records of own work, including outcomes and supply statistical data as required.
- To arrange and visit customers at home when required
- To identify potentially fraudulent claims and refer them as appropriate.
- To undertake duties appropriate with the grade.
- To abide by the Council's policies and procedures
Essential Experience
- To demonstrate a comprehensive knowledge and understanding of Welfare Benefits legislation and procedures and the ability to keep abreast of changes of legislation.
- To possess good communication skills and to be able to communicate effectively in a variety of ways in liaison with customers, council staff and external agencies.
- To possess good knowledge of Word and Excel and to demonstrate the ability to learn computer systems required for carrying out duties of a Local Welfare Provision Officer
- To have the ability to influence the behaviours and decisions of customers on matters concerning customers' welfare
- Selfreliant and well organised to be able to prioritise and manage a widerange of tasks and achieve results, within tight deadlines and in a pressurized environment.
- To have the ability to work both independently, with mínimal supervision and as part of a team when required within the Service
- To be able to organise and carry out work in accordance with procedures and changing priorities.
- Experience in working within a benefits environment with experience of assessing benefits.
