Civil Contingencies Officer:

Tower Hamlets is a borough with rich diversity and cultural heritage. At the same time there are undeniable problems - linked in part to poverty and deprivation. Levels of crime, violence and ASB are too high - with domestic abuse and knife crime a particular problem.


The Role
We are looking for Civil Contingencies Officer to join our team.

This role will be leading on Humanitarian Assistance and Voluntary Sector engagement, therefore a sound understanding of these areas is essential.

The successful applicant will be working as a part of a small team, and will be responsible for the development and maintenance of emergency plans and supporting frameworks within the Council, as well as embedding Resilience Standards for London across the organisation.


Specific responsibilities will include assisting in developing, implementing, and maintaining relevant on call procedures, along with our pool of Resilience Reserve volunteers.

The post holder will lead on voluntary sector engagement, as well as embedding relevant regional humanitarian assistance frameworks (such as the Spontaneous Volunteer and Donation Management guidance) into the organisation, ensuring colleagues who have a key role within these frameworks are supported with ongoing training and development.

The post holder must have excellent presentation skills and will be expected to deliver a range of training and exercising for Emergency Planning and Business Continuity.

You will be confident to brief senior managers and elected members in the absence of the Civil Protection and Business Continuity Manager.


You will also assist with the implementation of the Council's emergency civil protection arrangements during local and major emergency incidents.

This will be a challenging role as demands on the Civil Protection Unit and expectations from the community, partners and elected members are high.


Your Profile


You must be self-motivated and have excellent communication, inter-personal and organisational skills with relevant experience, ideally at least two years in a local authority emergency planning role.

You should have experience of working as part of a team and will be expected to be a member of a rota of officers responsible for coordinating incidents, working alongside the emergency services.

This will often require using your own initiative and you will be required to make important decisions on behalf of the Council in a calm, confident and professional manner.

The rota operates on 24/7 X 365 basis for which an additional allowance is paid. You must also hold a full driving licence.

As well as having a good knowledge and understanding of civil protection / business continuity, you will also have the following relevant qualifications:

  • Experience of drafting plans, policies, procedure notes etc, and completing risk assessments.
  • Effective presentation and communication skills.
