Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Home Office commercial team delivering departmental objectives.


Job description:


Supporting the Commercial Business Partner Border Force (BF) and Immigration Enforcement (IE), you will procure a range of commercial agreements for the Home Office to ensure that they deliver to requirements, ensuring value for money and compliance with the Government Commercial Outsourcing Playbook.

The Team delivers contractual arrangements to support the HO to deliver its primary objective of protecting our borders.


You will need to have a full understanding and experience of using public procurement legislation and be familiar with Procurement Policies in Government.

You will have delivered complex procurement activity.

You will also need to have 2 or more of the following skills, experience or knowledge:


  • Experience of working in the Maritime Sector/Environment;
  • A Naval or engineering background;
  • Knowledge of the shipbuilding industry;
  • Knowledge of unique risks in this sector;
  • An understanding of Social Value in this context.

Person specification:


  • Develop appropriate Commercial Strategies to meet the sourcing needs of the customer.
  • Deliver complex procurement projects compliant with relevant legislation, the Outsourcing Playbook and relevant Procurement Policy Notes, including incorporating Social Value requirements.
  • Assess routes to market (engaging across the Government Commercial Function to work collaboratively).
  • Work with other procurement experts to deliver a range of contracts for goods and services (low value to complex).
  • Collaborate with stakeholders (Senior Responsible Officers, Project Managers, Finance, Commercial Finance, Cabinet Office and others) to deliver excellent outcomes, on time.
  • Manage the procurement risks ensuring mitigations are in place or escalated.
  • Maintain accurate data to inform the commercial pipeline and reporting.
  • Ensure the continuous development of yourself and your colleagues.
  • Act corporately and make a contribution to the Home Office/Government Commercial Function wider objectives.

Technical skills:

We'll assess you against these technical skills during the selection process:


  • Manages Complexity: Designed and delivered complex procurement (over £10M projects likely) in a public sector environment.

Market Insight: Knowledge of/experience of working within the Maritime Category or with relevant background/experiences (see above).

Builds Relationships: Strong interpersonal skills - ability to influence and negotiate with colleagues and stakeholders to reach the best outcome for the Home Office.
