The Team

Natural England's role in the offshore wind sector is to provide advice on the natural environment in England to a range of partners and stakeholders.

We have both a statutory and non-statutory role: the former, as a consultee on Nationally Significant Infrastructure Projects including offshore wind farms and marine plans; the latter, as experts and advisors on marine and coastal landscape and ecology issues.

We have a particular role in advising on proposals likely to impact protected species and sites, including those designated for natural beauty (AONBs, National Parks) and wildlife (Sites of Special Scientific Interest, Ramsar sites, Special Protection Areas, Special Areas of Conservation, Marine Conservation Zones).

We work with our sponsor Department, Defra, to deliver elements of the 25 Year Environment Plan and associated marine initiatives including the UK Marine Strategy.

We outline our short-term aims for our Sustainable Development Programme in our Action Plan, including focusing on proactive and strategic advice at plan level; building environmental considerations in early; and developing strategic solutions to environmental challenges relating to offshore renewables development

It's an exciting, but challenging time in marine sustainable development, and particularly in offshore wind. In 2020, the UK generated more electricity from renewables than fossil fuels for the first time. It's expected that by 2030 the UK will get a third of its energy from offshore wind.

Expansion of offshore wind is central to achieving Government's ambitious 'Net Zero' targets, and w will play a crucial role in securing the best outcomes for the natural environment as the sector continues to grow.

Key Tasks/Principal Accountabilities

Take ownership of casework, coordinating the provision of advice from across Natural England. building expertise to deliver quality assured, robust advice on Marine Nationally Significant Infrastructure Projects (NSIPs) and other major marine development.
This will include (but not be limited to) the provision of advice on Environmental Impacts Assessments, Habitat Regulations Assessments (including technical supporting information); working with developers to ensure environmental impacts of developments have been fully addressed in order to achieve the best outcomes for the natural environment.
Provision of statutory advice to competent authorities within specified statutory timeframes.
Responding to postconsent consultations on discharge of Development Consent Orders (DCO) and Marine license conditions.
Provision of advice to developers to inform survey and monitoring plans and reports through Natural England's Discretionary Advice Service (DAS).
Provision of chargeable advice through DAS, to maximize early engagement opportunities to achieve better outcomes for the natural environment.
