Head of Strategic Financial Planning (maternity cover)
Cardiff University is recruiting a for a Head of Strategic Financial Planning based within the central Finance Department.

  • The post holder will be responsible for leading and coordinating short and medium term financial planning and budgeting activities across the University; including the creation of top down and bottom up budgets; scenario planning and analysis; consolidation and reporting to internal boards and external stakeholders.
  • This role must deliver through strong matrix management as the outputs and outcomes are dependent on staff across the university delivering the specified inputs to time, and quality.
  • This is an exciting opportunity to work within a Russell Group University and be part of senior management within the Finance Department.
  • The post is full time, 35 hours, and fixed term until March 2024 to cover for an existing member of staff on maternity leave.
  • Standard working pattern: Monday to Friday
  • Salary £53,353 £61,827 per annum (Grade 8)

Main Responsibilities:


  • Set out the financial planning process to create detailed 3 year and 5 year financial plans to meet the contribution targets agreed by Council and produce the HEFCW forecast
  • Manage the annual budgeting process for the University.
  • Working with colleagues, map the desired outcomes across the existing chart of accounts to ensure a clear and consistent approach across the university to all financial activities.
  • Ensure that all financial input variables have an owner who is responsible for providing the authoritative source of information for the financial calculation and ensure that the data and metadata is clearly defined.
  • Clearly communicate the plans and timetable for delivery with all stakeholders, meet with stakeholders on a regular basis to understand progress and provide support where necessary.
  • Deliver a detailed collated plan to the CFO with analysis and insight of the risks and opportunities presented by the plans.
  • Once the initial plans are established and signed off, embed a process whereby each year a plan becomes an operational budget, the outlook plans are updated and a new year added.
  • Working with finance and strategic governance colleagues develop, support and maintain operational models and what if scenario analysis to capture the impact of financial risks and opportunities posed to the sector and the university specifically subsidiary accounts.

Other duties

  • Complete the HESA return until the Head of Financial Reporting is in post after which this can be handed over
  • Oversee the annual tuition fee setting with DoSPG and the colleges until the colleges are able to take this work on directly with DoSPG.

  • Lead a team to deliver common strategic objectives across the business through strong matrix management of a large number of staff with diverse skills.
