Job summary:

Are you a talented and professional data governance manager who is passionate about FAIR data? Are you able to synthesise complex data governance frameworks, policies, and standards into their common core components and communicate these to senior leaders who are not data specialists? Do you want to be part of a team who are passionate and committed to improving the way that the Department for Levelling Up, Housing and Communities (DLUHC) uses data to support more efficient working and better policy making?


DLUHC has set out an ambitious Data Strategy with the aim of becoming a best-in-class, data enabled department, delivering their objectives better, faster, and cheaper.


We are looking for a Grade 7 Data Governance Manager to embed the FAIR Data Principles into the data culture across DLUHC.

You will be working to deliver the DLUHC Data Strategy (launched in October 2023) which is aiming to bring about a transformation in how data is led, governed, and used in all areas of DLUHC.

You will be working across DLUHC as part of the newly formed Data Transformation Team to ensure that data is viewed as an essential asset that is of high quality and routinely used to support data-enabled decisions, policy, and operations.


You will lead on activities to develop and deliver a federated governance framework across DLUHC with an initial focus on data ownership.

Your team will support and advise policy and data teams across DLUHC to improve the governance, quality, and FAIRness of their data.

You will do this through building relationships and networks across DLUHC, and using these to draw strategic connections, identify and pursue opportunities and resolve complex issues.


You will be part of a team led by a Grade 6 Enterprise Architect who you will assist in developing and shaping technical aspects of the Data Strategy delivery.

You will build and lead a small team on data governance and architecture.

You will work closely with the rest of the Data Transformation Team which include change management and capability uplift, delivery strategy, and programme management.

We are looking for an individual who is motivated, flexible, and enthusiastic with great people and communication skills coupled with the technical expertise to deliver the vision of the DLUHC Data Strategy


Specifically, you will:
- lead on the development of a federated data governance framework, associated policies and standards for DLUHC collaborating with stakeholders from across DLUCH and driving up the quality of data
- work closely with existing teams within DLUHC, providing them with the necessary support to enable them to transform their ways of working to align with the new governance framework
- promote and enable others to implement the FAIR (Findable, Accessible, Interoperable, and Reusable) Data Principles across DLUHC
- identify data assets and owners across DLUHC, establishing common causes of data quality issues and putting in place interventions to improve data quality and interoperability
- oversee the creation of communities of practice that will support the Data Transformation Programme and interleave with other similar initiatives across DLUHC and wider government organisations
- work closely with the Grade 7 Change Manager to establish the right capabilities, communications, and engagement strategies to support the federated data governance framework
- report and advise regularly to the Data Transformation Programme leadership, DLUHC senior officials and the Steering Group, clearly communicating the nature of the developments, the complexities, and what is being delivered
