    Aboutthe Team

    We are looking torecruit a Head of Group Financial Reporting which sits within thePublic Spending Group of the Government Financial Reporting Team.The Public Spending Group has a high-profile role in Government,setting the Government's overall spending plans and ensuring theydeliver value for money for the taxpayer. We are responsible forreporting to Parliament and the public on how taxpayers' money isspent. We drive forward improved outcomes and efficiency in publicservices and enhance the value for money of decision-making throughbetter evaluation, data andanalysis.

    We adviseon overall government policy on public sector pay and pensions, thebiggest single driver of public spending. We collaborate with anddirectly support departments to deliver the Government FinanceFunction strategy, building finance capability across governmentand developing the management information, tools and frameworks tobetter understand and ensure value for money.

    GovernmentFinancial Reporting (GFR) is a friendly and supportive team andprides itself in developing professional technical expertise andworking collaboratively with its wide range of partners. GFRcomprises around 30 members of staff and provides exposure to awide range of colleagues across the Government Finance Function, aswell as working on areas of emerging policy and risk managementwithin government.     Aboutthe Job

    In this role, youwill:

    • Leadthe delivery and publication of the annual Whole of GovernmentAccounts, leading a team of 10 to plan and deliver in line withagreed timescales and to a high quality standard in line with keytechnical guidance
    • Ensure technical accountingcompliance and that a robust financial control framework is inplace to assure delivery of the accounts.
    • Leadthe service of the annual external audit, working collaborativelywith the National Audit Office
    • Lead aprogramme of improvements to financial processes, including usingdigital and data tools to drive efficiency, quality and insightacross the team.
    • Build effective relationshipswith key external partners including the National Audit Office, theHM Treasury Audit and Risk Committee, devolved administrations,accounting institutes and consolidated finance teams. Prepare anddeliver briefing to senior officials for Parliamentaryhearings.
    • Lead strategic policy development andpartner engagement for WGA, to ensure WGA meets the needs of usersof the accounts and the benefits of WGA can bemaximised.

    Thisis an exciting, high profile role in the team which leads a team of10 to produce Whole of Government Accounts ("WGA"), a complex,internationally recognised set of Group financial statements forthe entire UK public sector. WGA consolidates the accounts of over10,000 entities from a range of industries across the publicsector, including central government, local government, and publiccorporations. The role involves leading a team of 10 to prepare andpublish the annual WGA Group financial statements, lead strategicpolicy development for WGA, and support broader engagement on WGAwith both internal and externalpartners.

    AboutYou

    The successful candidate willhave strong technical finance skills, including extensiveknowledge of International Financial Reporting Standards andfinancial statements. You will have the ability to organise andlead the delivery of a complex finance project/process. You'll havestrong communication and customer management skills, with a proventrack record in working confidently across teams to developeffective working relationships with a wide range of partners.Lastly, you will have the ability to provide leadership and supportto individuals working in a technical and complex financearea.
