Job summary:


Do you want to make a positive impact, play a meaningful role in the delivery of a high profile, fast paced statutory Inquiry? This role is critical as it enables the delivery of the Inquiry's hearings and the underpinning requirements.

The Inquiry's second phase of hearings recently concluded on 2ndDecember. Further hearings will continue throughout 2023, and this role will be a key part of their success.


Our Mission:


In 1999, Post Office Limited (POL) transitioned its branch network to electronic point of sale systems, implementing Horizon software and hardware into their post office branches.

Sub-postmasters and subpostmistresses (postmasters) over the lifecycle of Horizon experienced discrepancies and shortfalls in their branch transaction data and accounting.

Disputes between POL and postmasters have occurred over the last two decades, and the lack of satisfactory resolution of the Horizon issues, the suspension and termination of postmasters' contracts with POL, and the prosecution and conviction of postmasters led ultimately to the launch of successful group litigation against POL.

On 26th February 2020, the Prime Minister committed to an Independent Inquiry, and in September 2020 the Chairman Sir Wyn Williams was announced.

The Sponsoring Department

  • This exciting role will help you develop valuable skills, and improve our hearings. You will also get the chance to learn how an inquiry works, and have a positive impact. Its responsibilities are detailed below.

Person specification:


  • Oversee logistics of witness engagement, including reasonable adjustments to support attendance at hearings or otherwise participate in the Inquiry
  • Ensuring that witnesses understand what to expect when attending a hearing and, as necessary, giving remote support, assisting with venue familiarisation and providing information.
  • Quickly establishing relationships and building credibility with different teams and wider stakeholders.
  • Identifying and resolving operational challenges, working with stakeholders and other inquiries.
  • Support leadership and direction on policy development projects. This could include contract management or procurement.
  • Support delivery of policy/operation plans. Think through their interdependencies, strengths and weaknesses beforehand, and act to remedy them.
  • Supporting on and providing high quality advice, including drafting documents, correspondence and business cases. The role is needed to support the delivery of our Hearings so attendance at a central London venue for our Hearings for some of the working week will be necessary. The venue for hearings from April 2023 has not been confirmed, but will be in Zone 1 in London.

Desirable criteria - Giving evidence at the Inquiry may be viewed as stressful by some witnesses, so experience of working with individuals who have been under pressure or stress and understanding how to deal with that tactfully and sensitively would be an advantage.
