Job summary:

An exciting opportunity for a Chief People Officer to join our Executive Team.

This is a newly created role, following some changes in our Executive Team and we are looking for someone strategic and passionate about delivering high quality HR services and partnering the business.


You will have experience of driving organisational change and be able to communicate, influence and operate clearly and effectively at all levels, including Board level.

The Planning Inspectorate has a long and proud history in ensuring a fair planning system for England. The work we do has a significant impact on people's lives, the communities where they live and the economy.

Job description:

You will be responsible for delivering the ambitious people related elements of our programme of organisational development including:

  • Working with Executive Team colleagues on devising an overall strategy to achieve the Inspectorates goals of high-quality customer service
  • Delivering a strategic workforce plan
  • An overhaul of the reward and recognition and learning and development including the creation of effective performance management at all grades and meaningful Personal Development Plans for all staff

Essential Criteria

  • Chartered Member of the CIPD
  • Knowledge of Organisational Design and Development principles and how to shape the culture of the organisation
  • Experience of driving organisational change to deliver improvement and of developing and implementing people strategy
  • Experience of working effectively with Trade Unions
  • Experience of leading on pay and reward strategies
  • Experience of communicating, influencing and operating clearly and effectively at all levels, including Board level
  • Experience of building effective working relationships and excellent negotiating skills and the ability to secure agreement to solutions whilst managing competing priorities of a range of senior stakeholders
  • Analytical skills to evaluate data from various sources and to identify benefits and risks in order to make well considered judgements
  • Outstanding influencing skills and the ability to secure agreement to solutions, managing competing priorities of a range of senior stakeholders whilst maintaining good relationships
  • Ability to communicate complex issues to nonspecialists up to and including Board Level
  • Experience of maintaining financial control and generating value during periods of significant change

Desirable Criteria

  • Experience of coaching and consulting to senior leaders
  • HR senior leadership in a variety of organisations
