Who are we looking for?


The UKAEA is undergoing an exciting transformation as it scales up to meet the test of positioning the UK as a head in fusion energy.

As part of this there is a requirement to establish the optimum Portfolio, Programme and Project (P3M) construct.


The Centre of Excellence Lead will drive forward the Delivery Life Cycle (DLC) culture at UKAEA, ensure that the P3M processes across the organization are effective, that the DLC is being complied with and tailored effectively, develop and deliver appropriate training, manage knowledge (including lessons learned), provide self-reliant assurance, ensure three lines of defence assurance is being complied with, and promote a culture that focuses on a Less is More approach, benefits realisation and demonstrating value for money.

They will also act as an internal consultancy offering advice on project selection, controlled start-up, whole lifecycle delivery and benefits realisation.


Projects and programmes at UKAEA vary in risk and complexity and range in value from under £50k to over £0.5bn.

Projects span a number of sectors including science, innovation, engineering, regulatory, technology, and facility development; these are delivered by the 150+ project professionals working across the organisation, many of which are matrixed out from the PfMO Department.

UKAEA offers hybrid working, this role is required to be in the office at Culham at least two days a week.

What will you be responsible for?

  • Conduct the implementation of the Delivery Life Cycle (DLC) good practice at UKAEA, which is based off of P3M methodologies, governance and standards, in particular IPA good practice.
  • Set and check adherence to standards (such as the Government Functional Standard for Project Delivery), which will help bolster the PfMO as a project delivery 'centre of excellence'.
  • Act as an internal consultancy offering advice on project selection, controlled project startup, whole lifecycle delivery, the DLC and benefits realisation.
  • In collaboration with the Risk & Assurance department, develop a '3 Lines of Defence assurance framework' for projects and programmes that aligns with IPA good practice.
  • Act as a key interface for project professionals across the business, who utilise the PfMO services through a hub and spoke model at UKAEA.
  • Build network of Champions around the business to embed good practice in line with the DLC.
  • Provide relevant inhouse P3M related training and coaching, e.g. deliver workshops to enhance P3M good practice to internal colleagues, training up pools of independent reviewers across the project profession.
  • Promote a delivery culture that focuses on benefits realisation and on Value for Money of public funding.
  • Influence senior heads in UKAEA to adopt a more professional approach to delivery of programmes and projects.
  • Roll out, create awareness of and conduct quarterly trend investigation to inform continuous improvement of the Lessons Learned Platform for project professionals. Embed positive changes identified through the learning from experiences feedback.
  • Guide approach for knowledge management tool for project professionals, exploring existing approaches inhouse
  • Participate in assurance activities as needed on Tier 1 and Teir 2 projects, programmes and/or subportfolios.
  • Product Owner of our DLC system, which includes maintaining and continuous improvement of the system (in keeping with IPA good practice).
  • Act as a authority role model for the PfMO group, providing clear and positive guidance such as encouraging and developing effective team working, fostering a positive, can do will do attitude and facilitating knowledge sharing within teams to promote good succession planning and knowledge management.
  • Act as a key interface with other professional services Departments at UKAEA to ensure the PfMO approach is complementary and cohesive, including the Risk and Assurance, Finance, Procurement, Safety, Health, Environment & Quality (SHEQ) and IT Departments.
  • Develop and maintain relationships with the Project Profession and Standards team within the IPA and other P3M Centre of Excellences across central and local Government and in other key organisations where these exist.
  • Guide the longterm development of the Centre of Excellence functional area of the PfMO, building a team up over time as the business matures on their P3M journey.
  • Participate in subportfolio, programme & project governance groups as needed.
  • Keep up with current P3M related practitioner and academic research and ensure that this is communicated and shared back to the wider community.
  • Work closely daytoday with peers in the central hub PfMO team and in the Risk & Assurance Department to ensure integrated and collaborative working.
