Job summary:

The Homes England Sponsorship team act as the primary oversight and contact point with Homes England for the department.

Sponsorship involves promoting and maintaining an effective working relationship between departments and public bodies, to facilitate accountable, efficient and effective services to the public.

This is an important period for Homes England and the department. A Public Body Review of the agency has recently concluded.

The Department is expected to assess and prioritise the recommendations from the review, and set out an improvement and change programme within the Department and Agency.


This SEO Policy Sponsorship post will support the stewardship and implementation of the recently closed Public Body Review (PBR) into Homes England.

You will work directly to a Grade 7 and Grade 6.

You will be responsible for engaging directly with wide-ranging stakeholders to set the strategy and sequencing on a number of complex and sensitive decisions related to PBR implementation.

The postholder should enjoy and be confident at collaborating and delivering through others.

The postholder will establish governance processes in order to progress and monitor the implementation of the PBR, which will offer ample opportunities for senior-level exposure and engagement.

The role provides an opportunity to develop cross-cutting policy expertise including exposure to policy and delivery opportunities relating to Regeneration, Levelling Up, and Housing Delivery.


Job description:

The postholder will have a varied set of duties, including:

  • Supporting the design and delivery of a cross-departmental PBR implementation strategy;
  • Establishing governance processes to progress and monitor the implementation of the PBR;
  • Collaborating and influencing OGDs to engage, including HMT;
  • Building and maintaining strong working relationships with colleagues at all levels across Homes England and the department and supporting an open culture of collaboration and challenge;
  • Staying abreast to Government and Departmentlevel strategic priorities and changes to adapt and respond to change;
  • Acting as a key contact between the department and Homes England when information needs to be commissioned;
  • Prepare briefing and attend departmental meetings on behalf of the Senior Sponsor;
  • Support Ministers through highquality strategic advice in writing and in person;
  • Support wider functions of the Homes England Sponsorship team.

Person specification:


  • Excellent stakeholder management skills and the ability to build relationships across DLUHC policy teams, with external stakeholders, and other government departments;
  • Strong leadership and influencing skills and the ability to motivate stakeholders;
  • Strong organisational skills with the ability to manage a broad work plan across a wide remit;
  • Excellent decision making and judgement skills, and ability to synthesise complex issues effectively and at pace, seeing risks and opportunities early;
  • Excellent communication skills and ability to influence and negotiate with colleagues at all levels in order to deliver the best outcomes for the Department as a whole
  • High levels of personal resilience with the ability to exercise good judgement and work effectively under pressure;
  • Prior experience of working on Public Body Reviews and/or in Sponsorship roles (desirable).
  • Prior experience or knowledge of issues in housing, levelling up and regeneration policy (desirable).
  • Prior experience of working with HMT (desirable but not required).
