Description

If you are a passionate, knowledgeable and flexible individual who has extensive experience in the operation and governance of maternity services, we would love you to join our dedicated team in the Quality directorate at Nottingham and Nottinghamshire ICB.

You will play a key role in building and sustaining effective and collaborative relationships with our partners across the system; and work together with them to achieve the highest standards of care, safety and inclusion for women and families accessing maternity care in all settings.


This is an exciting and complex role which will require relevant maternity experience, an eye for detail, and the ability to engage others to drive change.

Job Summary

  • To develop and monitor effective systems which provide assurance and outcomes on quality and safety of maternity & neonatal services
  • To support the safe and effective commissioning of these services
  • To develop and provide appropriate information for systemwide and organisational committees as required on the quality and outcomes of the services identified above. This will include developing and maintaining robust systems for identifying, investigating and managing any areas of concern and working with providers and system partners to develop and monitor remedial plans
  • Effective liaison and working relationships with colleagues who are involved in supporting providers (eg CQC, NHSE, Local Authorities, IPC Leads, Medicines Management Team etc.).
  • Encourage adoption of a just culture through appropriate identification, investigation and learning from incidents in line with relevant frameworks
  • Support sharing of good practice and learning from incidents, complaints and other information across providers and system partners.
  • Support the quality assurance team to develop their safety culture, based on effective leadership and governance processes.
  • Line management to ensure effective vision, direction and management of staff under these posts.


The ICB Quality Assurance & Quality Intelligence Team (QAQI) is a high functioning team dedicated to working in partnership to improve the quality and safety of care provided to our citizens.

Responsibilities:

Quality

  • Determine the development of performance and governance strategies and the development and implementation of improvement programmes, as part of systemwide priorities
  • Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to the strategic commissioning involvement and assurance around providers
  • Analyse, interpret and present data to highlight issues, risks and support decision making. Write reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department.
  • Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
  • Ensure that work within the team is delivered on time, to quality standards and in a cost effective manner, adjusting plans and approaches as required.
  • Determine the potential impacts of provider quality and outcomes or on wider organisation, resource requirements and building in contingency and adjustments as necessary.
  • To carry responsibility for developing policy and procedure in the area the job holder is currently working on at a point in time, including briefings, commissioning, business or resources.
  • Work with designated providers to develop and maintain quality assurance frameworks to support the monitoring of quality and outcomes of commissioned services (specifically monitor provider compliance with the Maternity Incentive Scheme and associated assurance frameworks and Quality Schedules and quality impact of cost improvement programmes).
  • Ensure that high quality and robust services are commissioned in line with National Quality Board (NQB) guidance and best practice, working with partners to ensure a system wide approach and linking in with contracting and commissioning plans across the system
  • Triangulate data relating to designated provider services to provide assurance that quality of services is being maintained and where there are concerns about quality ensure that appropriate remedial action is being taken.
  • Develop processes to monitor quality and outcomes which includes a variety of intelligence and formats (quality control, quality planning, quality improvement)
