    Interim Procurement Specialist - Commercial
    38 per day PAYE
    40 Monday – Friday, normal working hours
    Security Clearence Vetting
    Hybrid working

    NB:
    Police Vacancy - only for candidates with a minimum of 5 years continuous UK address history. Please note that this vacancy is subject to a strict security vetting procedure.

    Ensure that all non-payroll spend is compliant with all statutory, regulatory and Government requirements whilst meeting the demonstrated needs of the CNPA.

    Make professional recommendations that will be relied on by the organisation to make important strategic and contractual decisions affecting projects with lifetime budgets exceeding £1m.

    The fundamental requirement of this role is to provide ongoing senior Level, professional cover (requiring MCIPS Qualification) for both Head of Procurement & Contract Management and Chief Commercial Officer in a broad range of matters related to procurement.

    The role is experienced, professionally qualified, management position in the CNC.

    It will be required to establish, implement and if necessary, enforce strategic procurement policies and ensure the organisation's compliance with legal obligations.

    Manage commercial activity to plan and allow CNPA to meet its planned delivery timescales.
    Develop & deploy modern tools and techniques to manage delivery and management information.
    Align and manage delivery against the CNPA Strategic Priorities Plan.

    Manage a Government Mandated Contracts Register and Pipeline of procurement work through proactive category analysis and business partnering with key customers and Category Leads.

    Develop and analyse procurement management information to improve business intelligence and inform commercial decisions and business plans made at all levels.

    Supports the Head of Department in managing the Pipeline of Procurement activities; Contracts Register and Commercial Continuous Improvement Framework to support the annual budget process working closely with key stakeholders to ensure the right contracts are operational at the right time in accordance with the CNC's programme.

    Ensure the evolution of complex commercial strategies, business processes and capability within the CNC Procurement & Estates function to meet CNC timelines.

    Ensure that the following elements are incorporated and managed within the Commercial process
    Identify commercial risks and ensure that they are managed within the organisation's risk management framework.

    Take ownership of risks associated with Commercial and work proactively to identify risk and ensure that they are managed within the organisation's risk management framework.

    Ensure that Commercial processes meet Value-for-Money obligations & satisfy prevailing standards in terms of openness, probity, propriety and control.
