Permanent, full time post (37.5 hours per week)

Location Manchester

Salary £26,597 - £28,356 (includes pay award effective 1st April 2023)


Providing strong, visible operational leadership and direct line management to the teams responsible for the delivery of the Emerging Futures housing provision across Rossendale, East Lancashire.


Managing a team that provides responsibility for supporting individuals towards recovery, increased resilience, and wellbeing with the goal of living successful lives free of addiction.

Working with a blend of Housing First and harm reduction techniques you will be responsible for assessment, pre-tenancy work and case coordination of individuals in our satellite accommodation.

You will take responsibility for the health and wellbeing of tenants, ensuring we are offering both opportunistic and structured interventions.


You will work closely with partner organisations, clinicians, social enterprises, education and training providers to develop integrated recovery infrastructures that engage, support and navigate individuals from the vulnerability of homelessness and addiction to established wellbeing and meaningful recovery activity in the community.


Strengthening external partnerships with community agencies and resources, including other supported housing providers, health and treatment agencies and blue light services including networking widely to build on new and existing relationships.

What you will be doing_

  • Holding managerial responsibility for the staff within your team to ensure a skill mix and ensure robust systems are in place for general and clinical supervision.
  • Supporting the development of activity and employment initiatives for tenants across East Lancashire, collaborating closely with local third sector and grass roots organisations, associations and individuals.
  • Ensuring the safety of all staff, tenants and service users and maintain awareness of risks and changes in the working environment and contribute to the maintenance and monitoring of health and safety and security policies, systems and protocols.
  • To be responsible for the overall financial management of petty cash, systems, rent collection and housing benefit payments including liaison with the Local Authority to ensure benefit claims are submitted and processed efficiently and effectively.
  • Implementing and managing systems to ensure residents are safe, meaningfully engaged and moving forward in their lives.
  • Promoting and supporting the wider implementation of Housing First and Psychologically Informed Environments across East Lancashire.

Some of the skills, knowledge and experience you will have_

  • Experience of managing complex needs, substance misuse and/or mental health and criminal justice.
  • A comprehensive understanding of utilising community resources and the concept of inreach and active partnership working.
  • Experience of managing housing support/outreach and/or community development services.
  • A keen and comprehensive awareness of current substance misuse initiatives and interventions.
  • Experience of working in adult social care and services within the third or public sector.
  • Excellent skills and demonstrable experience in report writing and incident reporting.
  • Excellent leadership and line management skills and the ability to enthuse, motivate and develop a small team to deliver results.
