Bracknell Forest Council are an ambitious Council with a vision focused around putting residents first and working in partnership to grow sustainable, resilient, and inclusive communities whilst ensuring their values of being inclusive, ambitious and always learning are maintained.


As part of their growth plans they are now looking for a permanent Principal Procurement Officer to join the strategic procurement team.

Reporting into the Head of Corporate Procurement the role will have the ability to influence over £100m of non-pay spend whilst supporting with the implementation of the council's procurement plan and objectives whilst ensuring compliance with relevant legislation is maintained.


Day to day you will be responsible for:

  • Advising senior managers on all procurement and contract management issues; build strong and positive relationships across the Council and champion a quality and performance related culture to ensure service delivery is effective and responds to
identified needs and the Council can deliver its key objectives.

Ensuring compliance with relevant legislation, particularly the Public Contracts Regulations, GDPR and Freedom of Information.

  • Promoting selfservice procurement through training, coaching, written guidance, and use of eprocurement and other procurement related systems. Maintain, manage and be the 'systems champion' for etendering and associated procurement systems.
  • Leading and developing commercial contract management and delivery of contract benefits throughout their term.
  • Developing and maintaining a full awareness of current issues and challenges facing local government and of best procurement practice through research and networking and where appropriate incorporate changes to enhance and improve practices and procedures.
  • Identifying opportunities for savings through procurement and provide expenditure analysis and reports using data from the finance system.


In order to be considered for the role you will need to be able to demonstrate a strong background in delivering full cycle procurement exercises in a public sector environment.

You will also need to have knowledge of complex tendering processes. Ideally you will also be MCIPS.
