Job summary:

This is an exciting opportunity to join the Commercial Policy team at the heart of the Government Commercial Function.

Procurement policy is a key component of the Government's post-EU Exit work programme. Cabinet Office leads for the UK Government on procurement policy.


We are seeking to fill this important policy delivery and project management role in our Open and Transparent contracting team within the Commercial Policy team at the heart of the Government Commercial Function to deliver an ambitious programme of reform and systems development that will shape the UK's future landscape for public procurement.


Job description:


You will:
- lead on the development of policy to embed transparency by default throughout the commercial life cycle from planning through procurement, contract award, performance and completion.
- plan implementation of the Open Contracting Data Standard by all contracting authorities so that data across the public sector can be shared and analysed at contract and category level.
- establish a central digital platform for public procurement, including development of a roadmap, technical architecture, business case and delivery against demanding timescales and milestones.
- maintain momentum on the government's open contracting commitments.

We are looking for someone with great project management and delivery skills.

You will have excellent communications skills, experience of policy delivery and the ability to form excellent working relations with a range of stakeholders.


This is an excellent opportunity to lead a multidisciplinary team to deliver a policy driven IT project as part of the wider public procurement reform programme.


Key Accountabilities:


  • Briefing senior management and Ministers on progress and on key decisions.
  • Instruct government lawyers to draft new regulations, and review the subsequent drafting
  • Contribute to digitally enabled change programme across public sector
  • Development of options and detailed plans.
  • Delivery against agreed milestones and budget.
  • Leadership of change programme across public sector and private data feed providers to adopt solutions.
  • Develop excellent relationships with key stakeholders, including Policy, Legal and Technical teams.
  • Briefing senior management and Ministers on progress and on key decisions.
  • Oversee the line management and support the work of more junior team members

Person specification:


Essential Criteria:


  • Experience of leading policy making and delivery in a complex organisation/ environment
  • Excellent oral and written communication skills, including the ability to draft high quality technical submissions and briefings, to ensure ministers and senior stakeholders quickly understand the implications.
  • Experience of successfully ensuring that competing priorities are delivered to time, quality and budget.
  • Excellent stakeholder management,relationship building skills and ability to influence senior stakeholders
  • Excellent analytical skills able to interpret and assimilate complex and detailed information, and formulate balanced conclusions.

Desirable Criteria:


  • Understanding of the UK's public procurement rules regime.
  • Practical procurement/commercial experience.
  • Experience of successfully managing IT projects and budgets in a GDS environment.
  • Experience of working across the wider public sector.
  • Experience of working on bills and knowledge of parliamentary processes.
