Brief Description
This role will involve working with a variety of organisations across Eastern Region, with a focus on North and East and East Coast routes. Generating strategic advice to provide options and recommendations for funders, to improve the rail network for passengers and freight users, including opportunities for greater efficiency in alignment with the government's strategic objectives for rail; meeting customer needs, delivering financial sustainability, contributing to long term economic growth, levelling up and connectivity and delivering environmental sustainability.
The role requires the ability to liaise effectively with a diverse range of internal and external partners and stakeholders, supported by strong interpersonal, analytical, presentation and report writing skills.

We are looking for keen, forward-looking applicants with the desire to be innovative and help shape the future of rail on Eastern Region within a wider transport setting.
This role will be based in George Stephenson House, York.
About the role (External)
Key Accountabilities –
1.Facilitation of internal and external input to the development of strategic advice.
2.Develop strategic advice which is credible, holistic and evidenced based, based on needs and priorities of routes, partners and stakeholders to balance the requirements of government, Network Rail and the wider industry. (e.g. regulatory outputs and customer commitments).
3.Co-ordinate analysis for capacity studies, taking into account existing network capability, contractual & regulatory obligations, and the implications of expected future traffic levels. Develop iterative train service specifications to support analysis.
4.Work with Senior Strategic Planners to provide support to other organisations' rail and wider transport strategies, considering strategic fit and requirements of other internal teams. Identify industry benefits of rail capacity changes, journey time improvements etc. Specify and obtain demand forecasts.
5.Work with sponsors of major asset renewal and enhancement schemes to develop in alignment with strategic advice.
6.Assist with route input to the Eastern Region Business Plan.
7.Assist in building and maintaining strategic relationships, identifying the needs and priorities of routes, partners and stakeholders to balance the requirements of government, Network Rail and the wider industry.
Essential
·Degree or degree equivalent qualification
·Knowledge of Network Rail's contractual commitments to customers and suppliers
·Analytical and numeracy skills
·Good interpersonal and communication skills (both written and verbal), including report writing
·Commercial and financial awareness, including understanding economic trade-off analysis
·Knowledge of rail industry and commercial framework
Desirable
·Understanding of the basic infrastructure issues which influence capacity
·Good knowledge of the customers and assets of the route
·Knowledge of estimating techniques, risk analysis and economic models and tools
·Knowledge of project development and delivery processes
·Knowledge of Network Rail's sponsorship and investment processes and procedures
