    Adviser, Evaluation and Learning

    £73,171 p.a + benefits

    We have an excellent opportunity for an Adviser, Evaluation and Learning, in our Strategy, Portfolio, Partnerships and Digital Division (SPPDD).

    SPPDD works across the organisation to promote organisational performance, learning and impact through: i) developing strategies, policies and mechanisms to effectively and efficiently implement the Secretariat's portfolio and engagements as mandated by member states; ii) leading the production of Strategic and Delivery Plans and guiding management on portfolio development and; iii) ensuring programme quality, performance and coherence through portfolio management, monitoring, evaluation, learning and organisational reporting.

    The Strategy, Evaluation and Learning Section leads in designing, developing and implementing M&E strategies, evaluation policies and plans for the organization, building capacities in monitoring and evaluations (M&E) and facilitating the growth of the M&E knowledge and results evidence base to inform improved decision making, organisational performance and learning and providing technical support and input to the strategic planning process.

    The successful candidate will lead or manage high quality impact assessments and evaluation studies for accountability to member states as well as organisational learning; and promote the use of findings and evidence in planning and decision-making. The post holder will develop or contribute to synthesis and other research that informs strategic planning, programme and organisational strategies. The postholder will also lend expertise to the implementation of an impact and evaluations communications plan, support the sharing of evaluation outputs internally and externally; and facilitate the promotion of an evaluative and learning culture within the Secretariat.

    To be considered, you will need a post-graduate degree in Development Evaluation, Development Studies, Management, Statistics, Development Economics, International Development or relevant social sciences discipline. You will need demonstrated experience in a lead role utilising evaluation and impact assessment methodologies; leadership experience in planning, implementing, and communicating evaluation studies, including demonstrable experiences in finalising evaluation products; and experience of producing evaluation and evidence synthesises and insights reports. You will also need experience of managing international programmes and projects; planning and results-based management in an intergovernmental or development context, experience in leading and managing technical teams, and in planning and coordinating learning events.
