  • Delivering security of energy supply

For 2023, our priorities are:

  • Ensure security of energy supply this winter, next winter and in the longerterm bringing down energy bills and reducing inflation.
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.

The role and our team


Would you like to join a critical programme for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have "net zero" carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change Carbon Capture, Usage and Storage (CCUS) can play a crucial role in reaching net zero.

It can be an engine to drive cleaner, sustainable growth, transforming our industrial heartlands. It can also unlock new jobs and innovative businesses, raising productivity and competitiveness across the UK.


We are looking for 4 negotiation policy advisors to be part of the CCUS Transport and Storage negotiating team playing an important role in ensuring Governmental priorities on CCUS are achieved, including negotiating the Economic Licence and other contracts with Transport and Storage Companies (T&SCos) to incentivise them to build and operate the network to transport and store carbon for the first phase of the CCUS programme.


Indicative role 1 -
Approved Project Development Plan (APDP) and Technical Details Schedule (TDS) Lead - Supporting the approval of each of the T&S Networks (the infrastructure required to deliver CO2 transport and storage) and associated delivery requirements ensuring alignment with the agreed funding envelope and taking account of technical due diligence - working closely with our technical assurance team and our technical advisers as well as bp and ENI.


Indicative role 2 -
Economic Regulatory Regime:

  • Understanding the working of the regulatory and financial models, the role of Ofgem as the economic regulator and supporting aspects of the negotiation across these areas. Leading consultation on the Heads of Terms of the Economic License and other contractual products. Inputting into the secondary legislation required for delivery. Leading input into a Liaison Agreement (one of the contractual products).

  • Taking a leading role in the finalisation of the three bespoke Government Support Package (GSP) contracts to ensure that they support the investment decisions.
  • Participating in commercial negotiations, supporting senior members of the team to finalise contracts and developing position papers.
