About Claire Lacey:

I am an experienced CEO with 15 years of Senior Project Management experience, within both local authority and health and social care sectors. As Lead Consultant for programmes of Efficiencies and Transformation with the NHS,I managed Public Inquiry Strategy and Audit for the Government (into COVID 19), run Estates programmes across large geographical regions and managed many multidisciplinary teams. 

My work in leading Transformation and Strategy development porgrammes spans 30 years, working across NHSe, NHSd and Local Authories, working with stakeholders and partners across the country. I work on projects of differing value, funded by local partners, private and corporate investors, the most recent being to develop a forward plan for Adult Services with a budget of £104million, prior to which I delivered savings of £27.5 million on an overspent acute Trust budget.

Currently I am the Lead Programme Manager for Transformation, delivering a Strategy and Business Plan for Calderdale Metropolitan Borough Council. This incorporates areas of Quality, Digital, Workforce, Commissioning and Safeguarding, supporting over 2mill residents and approximately 4000 staff.

During 2021 - 2022, I led the NHS Incident Coordination Centre through Winter Pressures programmes for Mental Health and Learning Disabilities Trusts in the North of England. The sites included acute, primary care and virtual wards - high, medium and low dependency, developing new policies and processes for premises, working with large dispersed workforce of 20,000, supported over 10,000 vulnerable people with the implementation of new operational procedures and safeguarding practices.

Whilst at Southdown Housing Association in 2020, I was responsible for corporate risk of 339 premises, which included hospital sites, supported living accommodation and new build premises. I designed and delivered new processes for Risk and Mitigation as the Corporate Risk Manager. 

I have worked throughout Covid lockdowns in healthcare, as a Consultant, predominantly in the NHS, or commissioned services and operationally managed surge capacity (urgent staffing) for a number of acute hospitals and care homes across the Midlands and the North East. I worked directly with Mutual Aid, (army, navy and air force) to ensure the hospitals were staffed appropriately, had the relevant training, as well as developing, monitoring and maintaining procedures for clinical safety. 

I have considerable experience working in Local Authority which helped me to build wide networks and gain a deeper understanding of Government roles in commissioning for health and community services. In this role, I was lawfully responsible for 8 parks, 10 buildings, the development of a new housing estate (500 homes), infrastructure improvements and the design phase of the Neighbourhood Development Plan for the next 25 years. There was direct responsibility for 17 staff, 17 Council Members and over 27,000 residents. 

I am both a trouble shooter and a solution finder and have worked on packages of care with Southdown Housing Association during 2020 which include Community support, health and safety, strategic planning, digital improvement and safeguarding. I have managed large dispersed teams of up to 3000 staff, planned large budgets up to £30 mill. I have planned and written 5, 10 and 25 year plans for third sector and for local government, and come with an excess of 20 years experience as a Programme and Project Manager. 

In delivery of high profile transformation programmes in Local Government and Social Care, I have produced end to end Service Strategy and Improvement plans, as well as designed and developed the following change programmes - Infrastructure, Recovery, Incident coordination, programmes of Digital transformation and Neighbourhood planning. I have previously worked on Service transition, Cyber security, Digitization and Efficiencies. These projects have all been successful, been delivered in time and I have sourced community services with additional support and funding where appropriate. 

Within my roles over the last 15 years, I have qualified as a SAFe Practitioner for programme management and am proficient with many accountancy and IT software packages, to support me to deliver operational, premises and recovery programmes of works. I have expertise with Agile Devops systems and SQL coding, can build and mold successful technical, operational and clinical/professional teams. I completed a CILCA (Certificate of Local Council Administration Degree) which allows me the Lawful and Proper office title within local authorities and supports policy writing, project planning and budgetary responsibility. I am proficient with PRINCE and Agile methodologies and am able to grow happy and well supported teams, who are equipped to support the local communities they serve. My work is always aligned with my values of compassion, excellence, integrity, collaboration and responsibility and I am looking for a new challenge, to help maintain, restore and rebuild the current provision and to move forwards at pace, where appropriate
