Job overview:

The Head of Capital post is a key member of the Capital, Estates and Facilities senior management team.

The role provides senior leadership for a portfolio of capital programmes and projects across the four Northern Care Alliance footprints of Bury, Rochdale, Fairfield and Salford including the acute and community assets.

The post holder will support the development and delivery of capital and transformation programmes and projects by delivering large scale change programmes.

The post holder will need to respond proactively to the challenges and opportunities faced by significant strategic service development opportunities within the NCA and across the Care Organisations.

The post holder will work closely with colleagues within the Estates and Facilities team as well as senior leaders across the Care Organisations and Executive Team.


Main duties of the job:

The post holder will be responsible for building and standardising robust programme and project management arrangements, which includes:

  • Mapping a systematic and clear approach for delivery;
  • Working with system partners and contractors to agree roles, responsibilities and escalation mechanisms;
  • Ensure that the capital programme is actively managed and that linkages between organisations, people, timescales and actions are clear;
  • Identifying risks and developing credible and proportionate mitigations that are agreed and owned by the most appropriate leads;
  • Ensure that benefits realisation is undertaken with key performance indicators developed for each programme and assessed as part of the monitoring framework;
  • Proactively identify issues where escalation may be required in order to unblock constraints or to overcome challenges.
  • Horizon scan to ensure that the post holder and the team are kept up to date with best practice and new innovative ways in project management and improvement science.

  • Master's degree or equivalent job related experience/graduate calibre
  • Managing Successful Programmes (MSP) Practitioner and/or Management of Portfolios (MoP).
  • Evidence of continuing professional development

Knowledge:

  • Knowledge of estates and facilities
  • The post holder will require indepth professional knowledge in a number of disciplines e.g. financial management, operational management, information systems, staff management acquired through training and experience over extended period.
