North Somerset Council has an ambitious and wide-ranging programme of Bus Service Improvement, urban regeneration and transport improvement schemes from bus priorities to 20mph zones, from mobility hubs to EV charging infrastructure to developing Liveable Neighbourhood schemes.


Following the award of significant funding for our joint West of England Bus Service Improvement Plan (BSIP), the second largest indicative funding settlement nationally at £105M, North Somerset Council is looking to expand its engineering design team to ensure successful delivery of our ambitious and exciting plans to transform bus travel in North Somerset alongside our colleagues across the West of England.

To support these aspirations the council's highway design teams are seeking to appoint three new engineering officers from Level 9 Lead Officer/Principal Engineer to Level 10 Lead Engineer to work in a small project team under the guidance of an Infrastructure Delivery Manager to deliver the Council's priorities.

We are aiming for our BSIP to significantly increase bus patronage, helping to decarbonise transport in the district.

It is vital that you are ambitious and bring the right blend of skills and experience to deliver quickly and efficiently to challenging timescales.


We are looking for staff that have either electrical or highways engineering skills and experience to support corridor schemes, signal priority works and bus lane enforcement.


Depending on your level of experience, you will play the most appropriate role in the successful design and implementation of highway improvement schemes and work with other team members to deliver our larger projects.

Senior officers are expected to give day to day support and guidance to less experienced team members.


North Somerset Council Highways operate a Career Grade, and once appointed that means we want to see you progress with North Somerset in your career.

Typical duties will vary by grade but for all officers would include input to:


  • Delivering team priorities on time and within budget
  • Annual Highway Capital improvement Programme
  • Continuously improving team standards and working practices
  • Working with transport teams to develop briefs and specifications for Highway schemes to maximise outcomes
  • Contract management of programme delivery
  • Environmental carbon reduction in scheme delivery and outcomes

Expectations at the various levels:
Level 9 Principal Engineer or Lead Officer

NVQ6+

Starting salary £38,296.


At this level you will be required to have significant post qualification experience to deliver specific work streams, provide technical advice and guidance to others (including other professionals) involved in specific service delivery and may have responsibility for managing resources within a team (budget and people).

Level 10 Lead Engineer

Professional status

Starting salary £43,516.


You are responsible for leading on work streams, managing a team (including other professionals, possibly from other disciplines), ensuring service delivery, contributing to development of business plans and service direction, managing budget resources and monitoring service standards.
