Overview
Transport for London (TfL) is the UK's largest taxi and private hire licensing authority, responsible for almost 240,000 licensees. London's private hire trade makes up the majority, having undergone a huge transformation in recent years.

The arrival of large, multi-national companies in London's private hire market has led to the emergence of new technologies that have changed the face of our private hire industry and the way in which customers interact with private hire operators.

This has, in turn, led to an increase in passenger demand and a need for regulations and requirements that keep pace with the industry and protect the public.

The administration of the licensing process is carried out by TfL's Taxi and Private Hire department (TPH), formerly known as the Public Carriage Office.

It is TPH's responsibility to give Londoners confidence, when they use a licensed private hire operator, that they are using the services of an honest, professional organisation with safe drivers and vehicles.

Strong stakeholder management skills are required to develop, manage, and maintain the relationships with multinational operators. The applicant will also need strong organisational skills to collate, process, coordinate, research, and draft responses to correspondence. There will also be a requirement to review, analyse and summarise complex documents and to identify potential regulatory issues. The job holder will need to work flexibly and employ a broad range of communication, engagement, and analytical skills.


Key Accountabilities

  • Join TfL's team responsible for managing TfL's everyday relationship with the largest private hire operators in London.
  • Work closely with key internal stakeholders e.g. TfL's General Counsel Legal team, TPH Head of Licensing and other TPH Licensing and Policy teams to uphold TfL's statutory responsibilities.
  • Support the Head of Operator Licensing and the General Manager of Taxi and Private Hire by helping coordinate engagement activities and preparing briefing papers.
  • All activities involved in collating, processing, coordinating, researching, and drafting responses to correspondence from the largest private hire operators in London.
  • Building and maintaining an accurate database of correspondence received and responded to, monitor performance, identify, and highlight where delays are occurring.
  • Review and scrutinise complex documents e.g. independently commissioned assurance reports.
  • Identify potential risks, sensitivities and regulatory breaches to take to the Head of Operator Licensing, Manager of Taxi and Private Hire and the Head of Licensing and Regulation.
  • Develop action plans, keep and maintain accurate records of actions agreed/decisions in meetings with stakeholders and follow up with senior managers to ensure appropriate action is taken in a timely manner.
