    Description

    Is a recognized expert within FAA and is responsible for highly complex and challenging activities/projects under the minimal direction of the Deputy Director of the Civil Aerospace Medical Institute.

    May act as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager for large, challenging work activities in support of multiple organizations within CAMI.

    Serves as a Computer Scientist leading teams to define and maintain standards for IT project development and acquisition within the Office of Aerospace Medicine and strives to standardize and introduce economies of repetition in the execution of IT projects.

    Supports strategies, guidance, and tools that align with AAM guidance, Agency policy and regulations as stated in the Acquisition Management System toolset, Office of Management and Budget and Joint Resources Council guidance, as well as industry best practices.

    Applies experience and expert technical knowledge applicable to computer science and project management, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches.

    Integrates IT acquisition assignments with two research divisions (Aerospace Human Factors and Aerospace Medical Research) responsible for direct involvement in maintaining a safe National Airspace System.


    User needs assessment for IT solutions:

    oversee large project teams simultaneously; defining and developing internal policies and procedures; Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities.

    Responsible for leading the planning and implementation of IT projects related to research and operations projects, including facilitating the definition of project scope, goals, and deliverables, defining project tasks and resource requirements, developing full scale project plans, assembling, and collaborate with different project staffs across programs consistent with the goals and objectives of AAM, CAMI, and impacted research sponsors.

    Manages the full life cycles of IT projects including establishing goals; developing project charters, timeline, and cost; Serves as liaison between the IT project team, stakeholders, partners, and executive team.

    Serves as one of the decision-maker on issues and challenges that arise throughout the life cycle of the project. Acquires and allocates multiple resources to accomplish activities/projects within established schedules and budgetary requirements. Reports project status to the CAMI Director and Deputy Director, division managers and others. Manages post project evaluation, team debriefing, impact analysis, and report writing.

    Applies experience in computer science and project management to solve unusual problems and advocate policy as the situation requires.

    Develops plans, techniques, and policies to address issues identified in analyses.
    Selective Service Registration is required for males born after 12/31/1959.

    Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.

    All academic degrees and course work must be from accredited or pre-accredited institutions.
    Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science.

    Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable.

    Experience identifying policy considerations and solutions, IT project management skills, coordinating or managing projects, teams and meetings; experience with statistical methodologies, design of research, statistical software, analyzing/processing/organizing data, developing solutions to issues in statistical analysis, and presenting results and recommendations of operations research.
