The Financial Stability (FS) COO team aims to be an agile, trusted and enabling strategic partner to the FS Directorates, supporting the delivery of the resources, processes and structures necessary for the DG-ship to achieve its mission effectively, inclusively, sustainably and within budget.

We act as the interface between the DG-ship and the centre, representing the views, preferences and interests of FS to the centre and guiding the strategic direction of central initiatives both in formation and implementation.


The FS COO team is responsible for providing strategic and operational infrastructure and support to all four FS Directorates across the full spectrum of central activities, including budget management and business planning, people and culture, ED&I, risk and compliance, projects and change and data and technology.

We also establish and maintain operational processes and resolve operational issues e.g. in relation to property, procurement and expenses.


We deliver the above via a small team of 12 with a structure which combines Directorate COOs and functional expertise (on ED&I, Recruitment, Risk & Compliance and Finance) which supports our aspiration to be experts on both the substance of our work and the local areas we support.

High Level Job description

We are looking for a new Directorate COO (DCOO) to join our busy and collaborative team.

The DCOO works closely with the ED, Director and Heads of Division with an FS Directorate to support them with the strategic and operational management for the directorate as a whole, as well as business planning and budget management.

The DCOO fulfils this role in liaison with the functional leads on the team to ensure we are providing a tailored yet consistent service across the DGship.


The role holder plays a leading role in developing and delivering the FS COO's main responsibilities on behalf of their directorate, and for FS as a whole.

There is a high level of collaboration with other teams across the Bank (e.g. leading liaison with Finance, People & Culture, Bank Risk Division and Technology); interaction with senior management (e.g. contributing, presenting, leading agenda items at Senior Management and HoDs meetings); and long-term development work to improve the quality and depth of the analysis provided by the COO.

The COO team fully supports flexible working and is open to individuals requiring different working patterns.

Role Requirements

Minimum Criteria

Existing knowledge of areas of COO activity is helpful but not essential.

More important is a keen interest and desire to understand and contribute to the core internal business activities that support the Bank's main functions; and to fully understand the current and future business needs of the directorate you support.

There will be plenty of support for learning and development on the job.


Essential Criteria

  • A proven commitment to equity, diversity and inclusion

  • The ability to think creatively and think ahead by anticipating future demands as well as delivering shorterterm actions.

Key areas of responsibility
The DCOO role is flexible to meet the needs of the Directorate, but as a guide, based on existing DCOO roles and activity, it covers the following activities (not exhaustive, but intended as an good illustration of the range or responsibilities):

Budgets, Finance and business planning

  • Monthly reporting of expenditure & headcount
  • Divisional and Directorate level
  • Monthly discussions with HODS on their divisional expenditure (staff and direct), both current and future
  • Monthly discussions with ED/Director on overall budget position and forecast
  • Monitoring of Headcount against budget and supporting / advising on recruitment opportunities and timing
  • Annual budget definition and setting
  • Quarterly central budget forecasting
  • Alongside FS COO, supporting the ED, Director and HODS in the production of the Annual Business
