Job summary:


This is an exciting opportunity to join an inclusive and high performing team to contribute to the growth and development of one of the most exciting international Whitehall departments.


As an integral member of the Organisation Capability Group (OCG) you will operate at a strategic level supporting and providing a service to all business areas within DIT, including overseas.


OCG holds responsibility for:

  • Senior executive appointments and senior talent
  • Corporate talent programmes and early talent (including Apprenticeships and Fast Stream)
  • Professions and Core skills including working in government, induction and mandatory training
  • Leadership and management development for SCS and nonSCS
  • The department's digital learning platform (LMS)

The OCG works closely with stakeholders across the department to identify and deliver development activity to help attract, nurture and retain the best and brightest talent from across the Civil Service and private sector.


Job description:

To be agreed on appointment but likely to include:

  • Provide an authoritative 'internal consultancy' service on Skills, Capability and Talent plans and policies, working proactively to design and deliver solutions to build organisational capability to support the delivery of DIT's strategic objectives.
  • Work with the portfolio leads across OCG to facilitate and support the development of programmes of learning and talent and work with internal and external stakeholders through a variety of different mediums including presentations, focus groups, user testing groups and scoping meetings, to ensure the right solutions are in place to build capability and evaluate success.
  • Manage specific projects across the wider OCG within predetermined budgets and frameworks to provide a comprehensive and quality service.
  • Work with senior leaders in the team to ensure the OCG function is running operationally day to day and that the outputs and focus are aligned with OCG priorities, organisational needs and direction.
  • Work with senior leaders in the team to respond to Governance commissions from internal channels and central government (e.g., Cabinet Office).
  • Managing the internal OCG systems & processes, providing excellent customer service to all and taking a proactive problemsolving approach to queries directed to the team.
  • You may have line management responsibility for a small number of direct reports. You will be responsibile for managing performance, delivery, capacity and wellbeing, and reviewing delivery priorities accordingly to identify and mitigate any risks in the delivery of our programmes.

Hybrid working
Please be aware that this role can only be worked from within the UK and not overseas.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.


Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.

Person specification:


Essential Criteria

  • The ability to implement and interpret different evaluation approaches and strategies.
  • A good understanding of learning design methods, models and principles.
  • Excellent track record of delivering engaging and successful development interventions.
  • Ability to confidently engage with a variety of stakeholders at all levels, with strong facilitation skills.
  • Experience of direct line management and/or delivering through others. In particular, evidence of being an excellent team player, working proactively to share information, help and support others, and motivate team members.
