Role Purpose

  • Responsible for the leadership, development, and implementation of relevant strategies for the directorate and Council including integrated transport and sustainable waste strategies across a range of services and functions and technical or professional staff
  • Responsible for strategic transport planning and delivery of the Council's Integrated Transport Strategy and Active Travel duty with a focus on the decarbonisation and sustainability agenda.
  • Work collaboratively with counterparts in West Northamptonshire to agree and progress the completion of the procurement and implementation of a new Highways contract that supports the Council's future aspirations and delivers cost effective high quality future roads infrastructure.
  • Work collaboratively with counterparts in West Northamptonshire to develop and commission cost effective, modern waste solutions and agree the post future arrangements for our Strategic Infrastructure for Waste and Recycling across North Northamptonshire.
  • Develop and embed a performance culture that delivers results through continual improvement and ensure that resources are targeted on business priorities, strategic needs assessments and meeting stakeholder needs.
  • Manage resources efficiently and effectively, ensuring there are sufficient financial, human and other resources available to deliver effective services.
  • Take a proactive approach to risk management and business continuity planning on areas of accountability and statutory duty.
  • Responsible for leading and managing the smooth and effective transition and transformation of highways and waste services from previous councils' models into the new North Northamptonshire Council model.
  • Responsible for developing and maintaining key internal and external relationships and partnerships to deliver both the council's regional and wider strategic area priorities.
  • Responsible for embedding an outcomebased commissioning and service delivery culture.
  • Strategically lead the management of high value contracts across the Highways & Waste Services ensuring that the pace of change delivers desired outcomes in North Northamptonshire.
  • Provide effective direction, leadership and management of Highways & Waste services.
  • Ensure regular and consistent monitoring of contracts to ensure high performance and value for money of services received, whilst taking a proactive approach to improving performance and maintaining good relationships with key partners.
Key Relationships

Externally:

Wide network of contacts from within the public and private sectors at national and local level including stakeholders, local partnerships, council owned companies/enterprises, regeneration organisations, government departments and business organisations.


Internally:
Chief Executive, Elected Members, Directors, Assistant Directors, and managers and teams from across the Council.

Key Accountabilities & Responsibilities

  • Accountable for the delivery of the Corporate Plan and Vision of the Authority as directed by CLT and elected members.
  • Accountable for integrated transport and Waste strategy.
  • Accountable for the management of budgets and delivery of the MTFP within area of responsibility including the effective use of Council resources.
  • Accountable for effectively managing and implementing significant change, transformation, and improvements to services as directed by CLT and elected members.
  • Accountable for the strategic leadership & management of all employees up to and including professional officers.
  • Accountable for any other corporate duties as reasonably required, including but not limited to: Briefing members, attending committee meetings; compliance with all statutory requirements and contributing to employee relation matters as defined by policy across the Authority.
  • Provide leadership and ensure the effective management for the delivery of the Capital Programme Strategy, Integrated Work Programme for Highways, and Environmental & Planning supporting delivery plans.
  • Actively review high value placebased contracted services to identify and 'right source' for their future delivery including consideration of outsourcing, cosourcing or insourcing to ensure the most effective and efficient delivery methods are employed.
  • Drive high performance of contracts by regular monitoring and reviews with key partners, whilst ensuring any areas for improvement are identified and managed effectively and in a timely manner.
  • Effectively manage the budget and resources associated with the Highways & Waste Services.
