    The City of Danbury is announcing an Open Competitive Exam for the position of
    Survey Crew Chief

    Statement of Duties : The Survey Crew Chief is responsible for the provision of technical services which involves field and office work related to the surveying of land. Employee is required to perform all similar or related duties.

    Supervision Required: Under general supervision of the City Engineer and Engineer I/Surveyor, the employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instruction. The supervisor provides instruction for new or unusual assignments. Unusual situations are referred to the supervisor for advice and further instructions. Supervisor reviews work to remain aware of progress, work methods, and technical accuracy. Supervisory Responsibility: Employee, as a regular part of the job, is not required to supervise other employees.

    Confidentiality: Employee does not have regular access to confidential information obtained during performance of regular position responsibilities.

    Accountability: Consequences of errors, missed deadlines or poor judgment could result in delays of service delivery, adverse public relations or legal repercussions.

    Judgment: Numerous standardized practices, procedures, or general instructions govern the work and in some cases, may require additional interpretation. Judgment is needed to locate, select and apply the most pertinent practice, procedure, regulation or guideline. Complexity : The work consists of a variety of duties which generally follow standardized practices, procedures, regulations or guidelines. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.

    Work Environment: Working conditions involve exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, extreme heat or cold temperatures, oil, or dirt when conducting work in the field. Outdoor work may be suspended when weather conditions are poor at the discretion of the City Engineer. Work may involve exposure to traffic and loud noises.

    Nature and Purpose of Public Contact: Employee has regular contact with co-workers and other municipal employees and occasionally the public, contractors and service recipients involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems.

    Occupational Risk: Duties generally do not present occupational risks to the employee, however, an injury could occur when conducting work out in the field in the event of the employee's failure to follow established safety precautions or procedures.

    Essential Functions:
    The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
    1. Serves as chief of survey party.
    2. Operates latest electronic survey equipment and computer survey software including but not limited to GPS, Auto CAD, data collector, total Station, obtains elevations and determines line and grade for surveys of streets, sidewalks, utilities, property lines, right of ways, easements and the like.
    3. Prepares layout work for streets, sidewalks, utilities, property lines, etc.
    4. Prepares other drawings from information gathered in the field.
    5. Performs titles searches and compiles related information (i.e. deeds, maps, etc.) from various City departments.
    6. Computes water levels for the City's reservoirs and quantities of materials and costs for City Public works projects.
    Required Minimum Qualifications:

    Education and Experience: Must possess an Associate's Degree and three (3) years of survey work experience or a high school diploma and five (5) plus years of survey work experience.

    Mandatory Requirements: Valid State of Connecticut Land Surveyor License and
    Valid Driver's License. Knowledge, Abilities and Skills Required: Knowledge : Knowledge of principles and practices pertaining to the surveying of land; knowledge of basic engineering principles; knowledge of the operation of the latest survey electronic equipment including but not limited to data collector, measuring tapes and level rod, etc. Abilities: Ability to follow oral and written instructions; ability to establish and maintain effective working relationships with supervisors, associates, consultants, contractors and the public; ability to make copies of maps using various department reproduction equipment; ability to use "GPS" machine and techniques. Ability to collect and accurately plot and analyze field surveying data as well as to read and interpret maps and engineering plans. Ability to perform field inspections, take field notes and perform field layout computations as well as to keep concise, accurate records. Skill: Proficient verbal and written communication skills are required. Proficient office software (word processing and spread sheet applications) and specialized software and hardware skills. Physical and Mental Requirements:
    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Demands: Work requires some agility and physical strength in order to move in or about construction sites or over rough terrain, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them. There may be need to stretch and reach to retrieve materials. Motor Skills: Duties may involve assignments requiring the application of hand and eye coordination with finger dexterity and motor coordination in order to operate a motor vehicle, department measuring equipment, or a personal computer.

    Visual Demands: The employee is routinely requiredto constantly read documents for general understanding and for analytical purposes, routinely reviewing non-written materials such as maps and blueprints for analytical purposes. The employee is routinely required to determine color differences. Application Submission :

    1. Application Review
    The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their bi-weekly meetings following the closing date of the position.

    If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.

    2. Testing
    Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

    It is the applicant's responsibility to adhere to the City's testing schedule . Unless otherwise stated, there will be no make-up examinations or alternative examination dates.

    If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

    3. The Eligibility List

    A passing average score of "70" on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable seniority points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.

    If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.

    Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.

    4. Additional Testing Requirements

    Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
