Job summary:


The Joint Casualty & Compassionate Centre (JCCC) has sole responsibility for the 24/7, 365 management of Armed Forces Personnel when they are listed as casualties.

It also assesses, authorises compassionate travel when a situation at home warrants their immediate return from their overseas location where they are serving.


The SO2 Plans is one of 4 JCCC Higher Executive Officers who will be responsible for ensuring the organisation has fully tested Business Continuity plans, the management and deliverables of the Major Incident Centre and the lead for the repatriation of all deceased Armed Forces Personnel.

This position is advertised at 37 hours per week.


Job description:


The incumbent will be working closely with the Officer in Charge JCCC to ensure that the organisation has the proven capacity to manage the expected: be that getting the 24/7 JCCC Operations Room back 'on-line' following a business continuity issue or standing up the Major Incident Centre at immediate notice to actively support the management of a large-scale incident involving multiple military casualties.

The incumbent will also be the JCCC lead for the repatriation of all deceased Armed Forces Personnel.

The individual will be working closely with our contractors to deliver at the high standards demanded by the Ministry of Defence against and with the UK Armed Forces in planning these events.

Certain responsibilities can be undertaken remotely, but this is an office-based role.


Person specification:

Line Management responsibility for 2 x D Grade posts and Second Reporting Officer for 2 x E1 Grades.


Provide clear and sensitive leadership to maintain morale and the management of staff, in addition to supporting colleagues in accordance with Departmental best practice.


SME and focal point for the repatriation of Armed Forces personnel and other entitled dependants and individuals, including acting as the lead customer for the supporting repatriation services contract.

JCCC lead for major incident and business continuity (BC) planning, including:

  • Management of the Major Incident Centre and Public Information Cell, ensuring that there are always suitably trained personnel on call through Ops CHANCELATE (2-hr) and PARAPET (Mil 24-hr call) to meet this requirement.
  • Ensuring the availability of data to support major incident response including Souls on Board (personnel at sea) and AirCore (personnel travelling in Mil AT).
  • Maintenance and exercising of the JCCC BC Plan, including representation for JCCC on the DBS Innsworth BC Management Team.
  • Development and maintenance of the JCCC Alternate BC locations.
  • Management of specialist communications and IT capabilities for JCCC, including acting as lead customer for the Automated Call Distribution system.
Lead for internal and external training to support the JCCC Ops Room, including:

  • Proactive engagement with external training organisations to ensure appropriate coverage of Cas/Comp training.
  • Internal training of permanent and standby staff.
  • Managing requests for internal and external JCCC briefing/training.
Head Registrar within DBS for Service births, marriages and deaths worldwide.


Lead on planning for and delivery of, the Prisoner of War Information Bureau (PWIB) capability for UK MOD, including maintenance of a cadre of trained personnel.


Working with OIC JCCC to provide input to policy development in JSP751 and ensuring that JCCC procedures adapt to meet the requirements of that JSP.


Management of JCCC supporting tasks including:

  • Security and Information Assurance focal point.
  • Provision of JCCC stats as required, including coordination of JCCC input to KPI/PI and Operational Performance reporting.
  • Management of contractor security clearances as required.


Acting as out of hours JCCC Duty Staff Officer (DSO - 1 hr call) and Standby Major Incident Response Officer (C Duty - 8 hr call) as part of a roster of 5 individuals.

On these occasions the incumbent must be within 1 hour of Imjin Barracks.

Applicants require a full UK driving licence.
