    The Planning & Controls Manager is responsible for leading the TRU East planning team to provide robust plans and project controls analysis, insight, and support services to the
    Project delivery team, ensuring a comprehensive understanding of intended delivery strategy, progress and likely outcomes.

    Within the Alliance, the role will take ownership of a range of ongoing key responsibilities and may have several flexible and evolving project responsibilities as the project and widerTRU East Alliance develops.

    The Planning and Controls Manager will be responsible for up to 5 direct reports and for an Alliance planning team of 19.

    The aim of the TRU East Alliance is to transform the East of Leeds route allowing people to travel faster, more reliably and in greater comfort between the North's great cities.

    Providing passengers with more choice, more seats, and better facilities on a safer, cleaner, more environmentally friendly railway.

    Within the Alliance, the role will take ownership of a range of ongoing key responsibilities and may have several flexible and evolving project responsibilities as the project and widerTRU East Alliance develops.

    Ensure that appropriate alliancing behaviours and 'best for project' approaches areadopted at all times, leading by example in the pursuit of successful delivery of the Programme to the benefit of all Alliance Members.

    Manage processes and provide support to allow the project to capture scope, programme, cost, performance, assurance and health and safety information, and integrate to provide a monthly update to agreed deadlines.

    Ensure programme, cost, risk, change and report data integrity is maintained through the life of the project.
    Monitor and control programme compliance in respect of our contractual obligations.
    Manage the preparation of on-going project reviews and provide advice on corrective actions.

    Ensure that fully integrated multi-discipline programmes are produced using planning software and spreadsheets, that include resources and are cost loaded.

    provide analysis and forecasting to the Leadership Team to drive project delivery, accountability, responsibility, and efficiency. · Establish operating policies and practices to mitigate risk on behalf of the project.
    Update and manage the Planning and Project Controls strategies for the Alliance.

    · Responsible for the provision of a professional planning and project controls service which identifies and complies with all statutory, mandatory, and contractual requirements.

    · Lead the planning & reporting team and ensure all information is produced and available for project reviews and all other internal or external requirements.

    Oversee all planning and reporting activities ensuring integration and de-confliction, whilst maximising all opportunities to gain efficiencies and drive improved performance.

    Continue to work with other disciplines to develop useful and accurate reports and other information for the Commercial and Delivery teams.

    Planning team leadership is essential, managing interfaces within a multi-discipline project environment throughout the full lifecycle (i.e design/build/commission) is essential, rail is desirable, Alliance or Joint Venture experience is desirable
    Experienced management of programme interfaces across multiple disciplines. Experienced in managing internal, third-party and supply chain interfaces throughout design, build & commissioning phases.
    Proven track record in planning and project controls for multi-disciplinary infrastructure projects.
    Experienced in multi-disciplinary, whole lifecycle projects, adept at handling multiple tasks and interfaces.
    Report creation (Excel / Power BI) – desirable
    Risk identification & QSRA – essential.
    Capable of identifying, challenging and succinctly articulating issues that impact project outcomes.
    Possesses an understanding of the commercial and contractual interfaces with the planning function.
