Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport.

There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International.

Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground.

There's also an extensive road network which provides close and easy access to the M25 and M23.


About the Role 1


The Education Commissioning team have an exciting opportunity for a Commissioning & Project Officer to support the delivery of commissioned services for Education and SEND in Sutton, including leading on the delivery of the innovative 'Talk Matters' grant programme to support speech and language in schools.


Commissioning and project officers support the delivery of commissioned services, focusing on managing aspects of the delivery of relevant areas using project management principles.


The role involves:

  • Commissioning and procurement
- market shaping and management
- needs assessment
- service review and continuous improvement

  • Quality assurance and performance monitoring of services


The role will also involve being able to work with and robustly manage providers to ensure that the services in place respond to and reflect the outcomes Sutton seeks to achieve for its population, while delivering cashable savings and efficiencies.


About Us 1

This role is within the Education Commissioning team.

The team manages a range of Education and SEND contracts and projects including assisted travel, speech and language and occupational therapy, school catering, the Holiday Activities and Food Programme, and Joint SEND commissioning with health partners.

Experience of SEND or education services, specifically children's speech and language therapy services, is desirable but not essential for the role.


The main focus of this role in the Education Commissioning Team will be to oversee the delivery of the Talk Matters grant - an early intervention programme funded by the Mayor's Office Violence Reduction Unit (VRU) which aims to support speech and language and oracy in schools.


This will include:

  • Implementation and ongoing project management of this grant programme to provide early support for speech and language in schools and to introduce whole school oracy approaches
  • Grant monitoring and reporting to the VRU (Violence Reduction Unit)
  • Quality assurance including visits to schools and meeting with therapists and other delivery partners to oversee the work being delivered through this programme
This role will also support other commissioning priorities and work programmes within the team.


About You - Some experience in strategy development, market management, commissioning, procurement, service management, contract negotiation and commercial-related roles

  • Some experience of leading teams (including partnerships and joint working) to achieve strategic goals and service improvements with evidence of success in achieving targets and managing performance
  • Good project management skills including the ability to successfully manage several tasks and
