The Strategic Land arm of the business is a specialist team with the purpose to identify, acquire, promote, design, obtain planning permission on longer term opportunities throughout the UK with the aim to feed the Company's pipeline of sites for residentially led development.     Role Description

    To be a member of the Strategic Land Team, with a responsibility for identifying, negotiating, promoting, and acquiring strategic residentially led sites in within Northwest, Midlands, and Eastern patch . The aim is to achieve planning consents at the earliest opportunity which are viable, deliverable and sets a vision for the future development.

    They are looking for someone who has gained strong experience particularly within Leeds, Altringham and down to Birmingham. The role is hybrid working, with a mix of working from home, and only 1 day required in the Tamworth office to meet as a team.

    This role will need to be flexible whilst the business evolves with a view to transitioning to a role which will include the following key duties:

    Land

    • Assist in developing the Strategic Land Strategy by advising on regional requirements, planning policy amendments and housing need and supply.
    • Undertake site visits to understand site characteristics and the locality its within
    • Advise and assist on the selection of the consultant team to support land investigation, land promotion and acquisition
    • Lead on ensuring that sites are deliverable, whether that is co-ordinating land assembly, collaborating with other developers and unlocking development challenges
    • Assist in all aspects of planning for the Strategic Land Team to deliver optimum planning permissions at the earliest opportunity either via site promotion through the local plan process, planning applications or planning appeal
    • Monitor Local and Neighbourhood Plans progress and assist in the co-ordination of submission material at all stages of the process including attendance at Local Plan Examinations in Public
    • Assist in masterplan development through concept and feasibility at all stages
    • Co-ordinate the preparation of development briefs and vision documents
    • Assist in implementation of strategies for enhancing third party/neighbour/community relationships and prepare presentation material to support community and stakeholder engagement
    • Project manage, assist, and review pre-application submissions
    • Project manage, assist, and review planning application submissions including auditing to ensure compliance with both policy and implementation to avoid legal challenges and to ensure conformity with the requirements of a Local Planning Authority/the Planning Portal
    • Negotiate planning obligations and monitor performance.
    • Assist in discharging planning commitments, obligations, agreements, and conditions are satisfied or able
    • to be satisfied
    • Promote the companies brand and expand, maintain network of agents, consultants.
    • Sourcing strategic land opportunities in line with the acquisition strategy, including undertaking land searches.
    • Prepare planning and viability appraisals for sites to assess their suitability for acquisition.
    • Prepare and submit bid proposals, negotiate legal agreements, and manage the discharge of obligations

    General

    • Ensure that all KPI's are met on each project.
    • Project management to ensure effective and efficient interface to ensure that a scheme evolves from investigation, concept through to planning that is viable, buildable which can be handed over to a Region.
    • Update and report on land progression and associated risk assessment.
    • Monitor and discharge business schedules for land/planning performance.
    • Prepare programmes, keep stakeholders advised of progress against objectives and discharge of obligations.
    • Manage budget for projects responsible.
    • Prepare and execute appointments and fees with relevant professional consultants.
    • Provide advice and updates into the relevant business control documents i.e., Programmes, Development Appraisals, Acquisition Proposals, Planning Sign off Packs, Board Reviews, Project Review Meetings,
    • Business Plans, and other relevant business KPIs
    • Attend stakeholder, project, landowner, agents, and regional meetings; CPD and networking events as required.
    • Coach and develop junior team members to maximise their potential and performance

    Person Specification:

    • Experience of working for a land promoter or a strategic land team with experience in promotion of land through the local plan process.
    • RICS or RTPI qualified
    • BSC (Hons) at a grade of 2.1 or a Masters in a relevant degree such as Estate Management, Property Management, Rural Studies, Spatial Planning and Development, and Sustainability Planning and the Environment
    • Experienced in identifying, investigating, and acquiring strategic land
    • Understanding and experience of planning legislation, formulation and the applying of planning policy and the plan-making process
    • Comfortable in dealing with a wide variety of stakeholders
    • Good organisational skills, diligence, analytical and logical
    • Professional approach with high degree of discretion
    • Collaborator, can do attitude, with a determination to see things through
    • Willing to learn, be flexible and get involved with a wide range of tasks
    • Ability to work on own initiative and generate solutions
    • Adaptable and comfortable with managing change
    • Technical Skills:
    • Good knowledge of MS Packages (Outlook, Microsoft Word, Excel, PowerPoint)
    • Knowledge and or use of NPPF, Landstack, Land Insight, HM Land Registry, Promap, development appraisals
    • Experienced in database management
