The Early Help and Prevention Lead is based within the Early Response Hub in West Berkshire Council's Contact, Advice and Assessment service.


The Early Response Hub is a multi-agency hub responding to families at a non-statutory level, under level2b of West Berkshire Threshold Document.

West Berkshire Council is an Ofsted rated GOOD Local Authority.


The role

  • They will lead the development plan for improving early help and prevention services within the directorate.
  • They will lead the operational delivery and quality of early help within the children's teams and services within West Berkshire, support the delivery and quality of Early Help within the Family hubs and schools within the directorate.
  • They will be responsible for acting as a community connector and capacity builder, participating fully in locality action panels and supporting universal partners to act as lead professionals where families have additional (tier 2) needs, not meeting the thresholds of statutory services.
  • They will be an advocate for community and partnership working with excellent understanding of how to build trust and act as a bridge between the community and the council.
  • They will work alongside the Team Manager in the Early Response Hub (ERH) to review and audit referrals across agencies developing Early Help practice and performance across the partnership.
  • They will contribute in developing and changing the relationships between public services and communities building resilience at a local level.
  • They will support universal practitioners to build their confidence and skillset in working with higher threshold level cases, enabling others by using support, coaching and offering reflective supervision to skilled professionals working directly with families.
  • They will ensure all universal staff receive training in using the My Family Plan and Motivational Interviewing, as a way of standardising local early intervention.
  • They will work alongside the Principal Social Worker in capturing all interventions around early help and prevention across the teams within Children and Family Services and ensure this is celebrated within the 6 monthly report.
  • They will research and connect local services to strengthen the local partnership network and mobilise resources so they become available to local families and professionals working within Children and Family Services. Ensuring information links in with the West Berkshire Directory the directory of services and resources for all families.
  • Ability to identify and manage risk effectively
  • Knowledge and understanding of seeking the voice and experience of children, young people and families to inform design and development of services.
  • Excellent written communication skills, including reportwriting
  • High level of interpersonal skills to develop effective working relationships.
  • Ability to monitor service performance and professional practice to drive improvements in service delivery.
