Job summary:


Inspector Transport-b, is an exciting opportunity, responsible for regulating nuclear and radiological safety and Transport activities in support of the Defence Nuclear Enterprise, through providing formal regulatory advice and guidance within your delegated regulated authority on Transport.

You will be seeking assurance and through life nuclear safety compliance with Defence Regulations for the granting or withholding of permission for activities in the NNPP or NWP which may present a nuclear or radiological hazard to the workforce, the public or the environment.

Implementing the DSA Enforcement Management Model (EMM) upon activity in support of the NNPP or NWP if, in your professional opinion, safety standards have been, or are likely to be, compromised to an unacceptable degree.


Your average day to day activity will be to Conduct compliance inspections of the Authorisees arrangements against defence regulations and support the Authorisee in demonstrating sustained compliance of safe nuclear operations.

You will also be expected to assess the demonstration of nuclear emergency response arrangements, at various locations around the country.

This position is advertised at 37 hours per week.


Job description:

Your main responsibilities as the DSA-IT-b

  • Support the intervention plan, to review progress and to report interventions, drawing conclusions and making recommendations for the DNSR annual assurance report.
  • Seek assurance of compliance with the regulatory requirements set out in extant regulations, including inspection planning, implementation and reporting.
  • To assist and provide briefs for DNSR Principal Inspector Transport, DNSR NWR, NPR and DNSR Head as required.
  • To develop and maintain arrangements and procedures within DNSR to enable the regulation of Class 7 Dangerous Goods Transport.
  • Support regulatory inspections and assessments connected with other areas of DNSR and regulatory organisations as required.

Emergency Task:


  • Support IT in assessing the Authorisee's Emergency Arrangements through annual exercises.
  • Support the DNSR in the event of a DNP emergency and during DNP emergency exercises in accordance with our Local Working Instructions, that you will also have the opportunity to write and support.
  • Support the development and implementation of the DNSR emergency response capability.


This role will provide you with the opportunity to work on a wide range of nuclear projects at all CADMID cycle stages, directly influencing the safety of Commissioning, Operational and Decommissioning phases.

The post will develop your competence in nuclear safety and safety regulation and across the range of core competences.


People Management

  • DNSR-ITb is responsible for meeting statutory health & safety and employment legislation.
  • Support regulatory Inspections and assessments connected with other areas of DNSR regulation as required.
  • Work will mainly be based in Abbey Wood, Bristol, however there will be lots of opportunities to visit other Defence Nuclear Sites.


The role offers the opportunity for hybrid and flexible ways of working are fully supported and combines working from home, office work at Abbey Wood and regular visits to other Nuclear Facilities.

Where responsibilities interface, there is collaboration with other defence and civil, statutory regulators.

It is anticipated that approximately 60% of your time will be at either Abbey Wood offices or on site, however this is open to agreement with your Line Manager and can vary from week to week.

Meetings

  • DNSR-ITb will support or represent the principle Inspector Transport as necessary at a variety of meetings, with the Authorisee, Other Government Departments, Statutory Regulators and the Ministry of Defence Police to name but a few.

Person specification:


Your skills and qualifications as DNSR-IT-b:

Essential:


  • HNC / Degree level qualification or equivalent in a STEM field or equivalent experience
  • 24 months experience working within the Defence Nuclear Enterprise or Civil equivalent, undertaken within the last two years.

Desirable:


  • Membership of relevant scientific or engineering institute

Qualifications:
