    The Procurement Team is responsible for ensuring procurement delivers maximum value for money and achieves legislative compliance through the support and development of best practice which is intrinsically linked to the organisational priorities of the Office of the Police & Fire Crime Commissioner (OPFCC) , North Yorkshire Police (NYP) and North Yorkshire Fire & Rescue Service (NYFRS) under the collaboration of EnableNY.

    Key Responsibilities:


    Contribute to the provision of an efficient and effective procurement service offering, which is linked to organisational priorities of the OPFCC, NYP and NYFRS, and compliant with legislation, appropriate policies, standing orders, procedures, professional governance and procurement regulations.

    Provide support on an efficient and effective purchasing service offering as and when required to support the Commercial Manager and Strategic Commercial Contract Officer which is linked to organisational priorities and compliant with legislation, appropriate policies, standing orders, procedures, professional governance and procurement regulations.

    Develop procurement statistics and key performance indicators for the Procurement Dashboard.
    Support the Senior Commercial Contract Officers in delivering the Procurement service catalogue and associated key performance indicators to provide a procurement service
    which provides high quality, efficient and evidence-based outcomes to service users and colleagues across OPFCC, NYP and NYFRS.

    To provide appropriate advice in relation to procurement processes and regulations and provide budget holders with clear advice regarding purchasing costs to support the successful progression of the procurement of goods and services.

    Lead on local tender and quotation exercises in accordance with Public Contract Standing Orders and associated regulations and assist in the engineering of OJEU/mini competitions/call off agreements to deliver successful contractual outcomes that deliver value for money for all OPFCC, NYP and NYFRS stakeholders.

    Manage a portfolio of contracts in aligned category areas from cradle to grave, ensuring new procurements are commenced in a proactive and timely manner.

    Collate and present clear data, both technical and factual, to internal and external stakeholders.
    Support the implementation, application and delivery of the enableNY category strategies, policies and procedures, which impact on all users of the enableNY Procurement
    service.

    Requirements:


    To succeed in this role, you will be qualified to Chartered institute of Procurement and Supply (CIPS) Level 4 or have an equivalent level of experience, with a willingness to work to achieving CIPS Level 5.

    An understanding of requesting quotations, tenders and the ability to apply the Treaty Principles as set out in Procurement regulations.

    A working knowledge of operating within organisational policies, Financial Contract Standing Orders and the Devolved Resource Management Manual together with the procedures and appropriate legislation of purchase compliance.

    Experience of the development of stakeholder relationships to facilitate controlled project progression.
    Ability to analyse information and spend data to support decision making.
    Ability to plan and prioritise own work and co-ordinate the work for others.
    An excellent working knowledge of electronic purchasing/procurement systems.
    IT skills literate in Microsoft packages including Outlook, Word, Excel and PowerPoint.
