Team Overview
Ofcom exists to make communications work for everyone.

We regulate the TV, radio and video-on-demand sectors, fixed and mobile telecoms, postal services, plus the airwaves over which wireless devices operate.

In 2017 we took over regulation of the BBC andwe helping to make the internet safer for all.

Working within the Economics & Analytics Group, the Financial Analytics team provides financial advice and insight, forensic accounting, modelling expertise to projects across Ofcom.

Our colleagues provide support on issues covering all the sectors we regulate(telecoms, post, broadcasting and online).


Purpose of the Role
Are you a qualified accountant who wants a new challenge? Do you have experience of financial analysis? Are you keen to make a difference and make communications work for everyone?


An associate in our team works on projects across several sectors delivering financial analysis to support the development of Ofcom's policy decisions and to understand the implications for consumers and Ofcom.

The role will also work to develop and maintainan appropriate regulatory reporting regime for Royal Mail, BT and the BBC.

We are also at the forefront of online regulation through our work on online safety.

Associates take ownership of tasks within project work streams, collaborating with colleagues across different disciplines and across the organisation.

Recent examples of our Associates' work include:
- providing the financial analysis to support Ofcom's work to help transform the business case for investment in ultrafast broadband while protecting customers, as the UK transitions to new fibre networks;
- developing requirements on the BBC to ensure that its commercial activities do not get an unfair advantage over their competitors as a result of their relationship with the BBC Public Service;
- monitoring the financial performance of Royal Mail, in line with our duty to secure a universal postal service, having regard to financial sustainability and efficiency; and
- designing a new regulatory financial reporting framework for BT


Key responsibilities
Ofcom offers a supportive environment where you can consider issues with colleagues and develop proposals.

As your team's proposals develop, you will also need to be comfortable having your solution challenged requiring you to explain with the logic andevidence that supports your recommendations.

As an associate in our team, you will get an opportunity to:


  • Provide insight and financial analysis in relation to our stakeholders.
  • Deliver financial modelling to a high standard to further Ofcom's thinking in relation to a variety of financial questions including price controls, profitability and cost allocations.
  • Use forensic accounting techniques to monitor, review and challenge the financial information produced by our stakeholders
  • Ensure that all outputs are delivered in a clear and concise manner and is accessible to nontechnical readers
  • Develop appropriate regulatory reporting solutions and legal requirements within our statements
  • Contribute to maintaining a productive relationship with our stakeholders

Skills, Knowledge and experience

  • Ability to present complex analysis in a clear, straightforward manner into a focused document
  • Positive approach to collaboration, showing an interest in the views and perspectives of others, both within project teams and with internal and external stakeholders
  • Ability to work independently, planning time effectively and prioritising multiple tasks

Qualifications


A degree in a finance or economics related field and/or a post-graduate qualification (MSc or a PhD) or equivalent professional qualification such as CIMA, ACA or CFA.
