Role overview
The Building Surveying Technician forms part of the Estates
Facilities Teams. The role holder will Pro-actively plan and
prepare for the future Development of the Estate of the
University, so as to fully meet priority needs ensuring both
financial and environmental sustainability for the University.
As well as assess the needs for new University buildings;
manage the design, construction and cost control of the Capital
Projects programme procurement with vision and effectiveness.
Service and maintain the existing estate and manage its
properties, to achieve as high a standard as is compatible with
using a sensible level of available resources. The Building
Surveying Technician is responsible for the Trainee Building
Surveyor.
Purpose of the role
The role of the Building Surveying Technician exists to provide
the University with an expert service in managing building
maintenance projects, the procurement of maintenance works in
existing buildings including the design and construction
processes and in meeting the requirements of the University and
statutory authorities.
The requirement is to deliver new and refurbished assets in
existing and often occupied buildings in which to undertake the
University's research, teaching and other activities through pro[1]active design and management. The role requires the Building
Surveying Technician to build teams and to provide leadership
and motivation to the groups of specialist consultants, advisors
and construction firms employed directly, or indirectly, by the
University, in order to achieve a successful outcome on each
project. The role includes the ability to write and translate
technical surveys and reports, along with end user needs into
completed construction projects that raise the excellence, the
profile and competitive edge of the University. The character
and size of the projects require the Building Surveying
Technician to co-ordinate and manage diverse groups/teams
and to integrate ideas into definitive construction solutions.

The deliverables are as follows:

  • The accurate definition of users' needs.
  • The achievement of value for money.
  • The achievement of reducing energy usage
  • The completion of projects on budget, on time and to the required quality.
  • The proper flow of information within and outside the project team.
The role includes reporting to University Managers to seek authorisation to initiate and then
progress projects through all stages of design development and construction. This includes
providing regular updates on budget, programme, quality and risk in accordance with ED Procedure
Instructions and University procedures.
The role is essentially operational including the need to support, develop, and discipline in order to
achieve effective and efficient delivery of building projects.
The principal spheres of influence of the role are University wide, given the importance of projects in
terms of compliance, budget, provision of teaching/research facilities and the physical presence of
maintenance activity around the University Estate.
