This role has been developed to enable a strategic level of Business Partnering and the key strategic accountabilities for the post-holder are listed below: Be a trusted advisor to the business with the ability to communicate and influence at all levels.

Has (or is developing) a deep understanding of the services the role is working within, their strategies, operations and requirements (future and present state) and how the whole of the business operates.

To lead the local workforce and business planning process, support demand and capacity planning and play a lead role in workforce and service redesign and improvement processes for the area the Workforce BP works within.

Influence business leaders and gain stakeholder buy-in to deliver local and Trust wide HR initiatives and enable leaders and managers to deliver the Trusts workforce strategy by building effective relationships within the business and wider workforce team.

Provide strategic people insight into the design and development of business change initiatives.

This will involve being able to generate analysis and insight to identify root causes of complex business issues and design and quickly implement measurable solutions and provide strategic leadership for their development.

In partnership with senior stakeholders lead, develop and advise on talent and resourcing strategies, organisation culture, values and environment to enhance organisation performance and flexibility, staff engagement strategies and organisational skills and capability plans.

Be able to horizon scan or see the bigger picture to anticipate economic, social, political, environmental and technological developments that will impact the Trust and the services the Workforce BP supports this will keep activity relevant and targeted.


To get the balance right between support and challenge and to challenge with evidence based argument and a clear story that alters the course of actions and/or re-focuses the local management teams on workforce strategies that add value.

Have a broad understanding of current organisational development models (e.g Burke-Litwin, McKinsey 7s, Restorative Just and Learning Culture, Compassionate Leadership) and how these can enable service provision.

Understand current levels of line manager capability and be skilled in /develop facilitation skills and coaching skills to be able to design interventions to develop and improve senior team capability.
