Job summary:


The Develop Directorate acts as the thought leaders for the RN, leading the development of the Royal Navy's future warfighting capability and acting as the Design Authority for RN capabilities of the future to achieve the optimum mix of present and future warfighting technologies for a modern, global and ready Royal Navy.

Develop is divided into five parts, Strategic Force Development, Capability Sponsor, UWB, Shipbuilding and NavyX.


Strategic Force Development is responsible for developing the changing and future demands of our operational commitments as outlined within Defence Plan, Transformation Plan and Navy Command Plan by delivering a more agile and adaptable military capability and by owning the Capability Management Plan and ensure the effective prioritisation of resources to meet the Navy's strategic priorities and outcomes.

Capability Sponsorship will deliver an ambitious capability portfolio, cohering all capability development programme and project activity across Navy Command.

Through the development of future concepts, DEVELOP also leads future thinking beyond these headmarks and seeks to harness DSTL research to exploit the novel, affordable, battle-winning technologies of tomorrow and houses the NavyX Team which is driving innovation throughout the Naval Service.

It also leads NCHQ's Strategic and Maritime Force Development activity.


The UWB team is responsible for through-life capability sponsorship of Navy UWB capabilities and for cohering pan-Defence UWB capability planning; also responsible for establishing new major UWB programmes and delivery of the ASW Spearhead Programme and for managing substantial international collaboration activity.


The Develop Shipbuilding Team is responsible for managing the Royal Navy's 30 Year Shipbuilding Plan and the Shipbuilding Pipeline as outlined in the National Shipbuilding Strategy (NSbS).

This position is advertised at 37 hours per week.


Job description:

The DEVELOP Directorate is large and complex, covering Force Development, Capability Sponsorship, Programme Delivery and Capability Planning.

Due to the size and span of the Directorate the Business Management Team is required to support all functional business activities, programme management and governance as well as overseeing 'business as usual' elements of capability output.


The Develop Business Support role ensures that all support services across the Develop Directorate are optimised in line with business need and in support of Develop Strategic Objectives and business outputs.

This role will also specifically support information management and communications activities.


Person specification:


1. Business Support**:

Support the Business Support Services Lead and Delivery Manager in all tasks required to provide a professional service across the Develop Directorate, including but not limited to:

  • Facilities Management activities.
  • Internal Health & Safety activities.
  • Information Technology requirements.
  • Internal Events Management eg: Staff Away Days.
  • Security.

Information Manager:

Accountable for the information process within Develop Directorate, Delivering all Information Management aspects across the Directorate, including but not limited to:

  • Develop, maintain, and manage the Directorates electronic working areas, managing top level changes to structure and access permissions to ensure they meet business needs and comply with information security policies.
  • Work closely within individuals and with team Information Management Officers to ensure that information is being captured, stored, distributed, used, and eventually disposed of appropriately
  • Draft and maintain all required Information Management. processes within the Directorate, identifying and implementing improvements as necessary.
  • Coordinate the regular and timely review of paper and electronic records, ensuring that reviews are carried out in accordance with the instruction issued in JSP 44
  • Support the Senior Information Officer (SIO) with all information assurance activities, compliance checks and returns.
  • Providing advice and guidance on Information Management activities of queries.
  • Represent the Directorate as appropriate at Information Management Forums and working groups as required.

3. Communications and Engagement Co-ordinator:

Act as the main point of contact (POC) for all Communications & Engagement activities, including but not limited to:
