Job summary:


The DEVELOP Directorate leads the development of the Royal Navy's future warfighting capability and acts as the platform for the through-life capability for all maritime capabilities in order to achieve the optimum mix of present and future warfighting technologies for a modern, global and ready Royal Navy.


DEVELOP is divided into two parts,
Strategic Force Development
and Capability Sponsorship.**Strategic Force Development
is responsible for developing the changing and future demands of our operational commitments as outlined within Defence Plan, Transformation Plan and Navy Command Plan by delivering a more agile and adaptable military capability.

Capability Sponsorship will deliver an ambitious capability portfolio, cohering all capability development programme and project activity across Navy Command.

By owning the Capability Management Plan and ensure the effective prioritisation of resources to meet the Navy's strategic priorities and outcomes.

Creating a first-class project control and management functions across a diverse and complex maritime capability portfolio.


Through the development of future concepts, DEVELOP also leads future thinking beyond these headmarks and seeks to harness DSTL research to exploit the novel, affordable, battle-winning technologies of tomorrow and houses the NavyX Team which is driving innovation throughout the Naval Service.

It also leads NCHQ's Strategic and Maritime Force Development activity, collaborating with US and NATO allies on international capability development.

This position is advertised at 37 hours per week.


Job description:

The DEVELOP Directorate is large and complex, covering Force Development, Capability Sponsorship, Programme Delivery and Capability Planning.

Due to the size and span of the Directorate the Business Management Team provides support on all functional business activities, programme management and governance as well as overseeing 'business as usual' elements of capability output.


This team is being expanded to incorporate a Sub-Portfolio Office which will be pivotal in ensuring that all Programmes, Projects and initiatives are adequately controlled, cohered and supported across all P3M functions, providing near 'real time' single version of the truth reporting to seniors both within the Directorate and upwards into the Navy Command Portfolio Office.


Develop Sub Portfolio Programme Controls Support will have an awareness of a broad range of P3M activities and are likely to be assigned to support a mix of activities in both the Sub-Portfolio Office (Sub-PfO) with general P3M activities and Programmes/Projects across the Directorate with P3M controls and governance activities.


Person specification:

Sub-PfO Support:


  • Assist the Sub-PfO/Delivery Manager in the development of Reporting packs for the Directorate including H2A.
  • Maintenance of the Directorate Governance Battle Rhythm and Reporting plot.
  • Assist the Sub-PfO team with project deliveryrelated management information, in accordance with required formats and timescales inc. POL.
  • Assist the Sub-PfO team in the setup of workshops, acting a meeting secretariat where required.
  • Act as focal point for Project Online (POL) and input updates accordingly.

Assigned Programme/Project Support:


  • Support all Programme/Project P3M activities including Planning/Scheduling and Dependency, Risk & Issues Management activities.
  • Support all POL activities, ensuring information is up to date and accurate as well as upskilling delivery team members on specific aspects as required.
  • Support in the coordination of Boards, distribution of documentation and related project delivery governance e.g. Agendas/Terms of Reference (TORs)/Records of Actions & Decisions (RoADs), Attendee Registers, etc.
  • Respond to all specific queries relating to management information for your area of assignment.
  • Act as focal point for Project Online (POL) and input updates accordingly.


Within the matrix working environment, there will be a requirement to manage task responsibilities with those Programme Control resources that are allocated to delivery areas.
