    Finance resources are defined as the cash, liquidity, funding and capital (including as measured by RWAs, leverage and large exposures) of entities within the Group and the interest rate and FX risks that results from the banking book activity.

    We are undertaking a substantial programme of transformation in our Interest Rate Risk in the Banking Book (IRRBB) function across first and second line, operational and technological capabilities, supporting multiple business outcomes.

    This will drive increased sophistication in our capabilities in risk management and oversight, working in close collaboration with other Treasury functions across strategic objectives and in delivering the business and technological architecture that will support them.

    This will involve substantial investment over a multi-year period, requiring strong programme delivery leadership. The IRRBB Programme Director will drive the delivery across outcomes to enhance and optimise our IRRBB management capabilities.


    In this role, you will:

    • Support the Global Treasury Interest Rate Risk in the Banking Book (IRRBB) and Strategy Execution & Control teams, by managing the end-to end programme delivery for IRRBB.
    • Engaging with senior stakeholders and continuing programme mobilisation and delivery to develop and achieve key outcomes and associated benefits
    • Combine subject matter expertise in IRRBB and Market Risk topics together with excellent experience and understanding of structuring and managing significant business and technological change programmes to meet business objectives.
    • Work with Markets Treasury and IRRBB management at various levels to translate business objectives into delivery across a multi-stranded programme encompassing strategic platform design and delivery, modelling, measurement & reporting, booking models, transfer pricing and hedging optimisation, both establishing and operating under appropriate transformation and bau governance oversight
    • Build out the programme delivery team in key areas as the programme ramps up further into strategic delivery in 2024+, with a particular focus on strategic architecture design and delivery
    • Work in close collaboration with other key treasury and partner functions across SE&C, Finance, Operations, Technology, Data, Risk, Product Control as well as collaborate on common objectives with Liquidity, Capital and FRM functional areas within Treasury where appropriate.
    • Manage workstream programme and project managers in delivery against objectives for all pillars within the programme.
    • Ensure effective programme management standards, including further establishing appropriate governance structures, planning and resourcing processes, risk/issue/dependency management processes, cost management, execution risk & controls to meet Group standards.
    QualificationsTo be successful in this role you should meet the following requirements:


    • Ability to produce information in a professional manner, including preparing and presenting documents and governance materials for review by C-level audiences with excellent written and verbal communication skills
    • Product knowledge with an emphasis on banking book and trading book products for interest rate risk management, as well as associated modelling, metrics and sensitivities (NII, EaR etc), managing across a combination of regulatory requirements and optimisation initiatives, with role-relevant qualifications, i.e. Accounting, Financial Analysis or similar
    • Significant experience of delivering strategic platforming initiatives, with past experience with relevant IRRBB systems, data and modelling infrastructure and/or markets trading platforms a strong positive
    • Strong experience of managing large change programmes via a business-led model, as part of a diversified portfolio, developing and adopting agile delivery mechanisms where appropriate.
    • A broad understanding of financial budgets/ models, with experience of analysing data effectively for planning, forecasting and reporting
    • Experience of managing people across a variety of roles in a substantial programme delivery structure
    • Substantial experience in bank programme delivery, ideally Treasury or adjacent functions either within Financial Services is essential for this roleThis role is based in London with hybrid working arrangements in place.
