Who are we looking for?


The UKAEA is undergoing an exciting transformation as it scales up to meet the challenge of positioning the UK as a leader in fusion energy.

As part of this there is a requirement to establish the optimum Portfolio, Programme and Project (P3M) construct.

The post holder will act as the Deputy Head of Portfolio Management Office (PfMO).

They will also lead the project delivery capability function which will include oversight and development of all project delivery related staff recruitment, career development, training and education, performance, allocation to projects, and liaison with key stakeholders across UKAEA regarding optimum project team skills, structures and operating models.

The post holder will also be expected to undertake project assurance activities as required such as membership of project governance boards and stage gate reviews.


Projects and programmes at UKAEA vary in risk and complexity and range in value from under £50k to over £2bn.

They span a number of sectors including science, innovation, engineering, regulatory, technology, and facility development; these are delivered by the 150+ project professionals working across the organisation, many of which are matrixed out from the PfMO Department.

All projects and programmes are focussed on helping us to deliver our mission which is to lead the delivery of sustainable fusion energy and maximise the scientific and economic benefits.

UKAEA offers hybrid working, this role is required to be in the office at Culham at least two days a week.

What will you be responsible for?

  • To be responsible for all aspects of project delivery related people development in a line management capacity, including advising and agreeing personal development plans, supporting staff objective setting, completing staff APS reports and ensuring that all the relevant UKAEA mandatory training requirements are completed.
  • In collaboration with the People Department, lead on the development and implementation of career development pathways for project delivery related roles, setting out defined behavioural and technical competencies, including preferred formal training and qualifications at each level.
  • Lead on provision of all formal and informal project delivery related training, education and development.
  • Lead on establishing and maintaining a project delivery Community/ies of Practice for UKAEA.
  • Manage the PfMO Project Delivery Services Framework and other strategic people resource partnerships (such as suppliers of contingent labour and other temporary staff) to optimise the skills procured to support delivery of UKAEA projects.
  • Lead the allocation of project delivery related services across the UKAEA portfolio by:
  • Allocating SQEP to project initiatives according to their abilities and the demands of the project
  • Continuing to develop the resource allocation process including development of a projects pipeline to inform a recruitment strategy and plan
  • Ensure project oversight is sufficient to ensure compliance with HSE, quality and contract management procedures
  • Maintain and develop the skills capability and capacity of the PfMO staff to meet the project delivery related demands of UKAEA with a strategic and tactical approach to continuous improvement.
  • Oversee and coordinate all project delivery related recruitment activity.
  • Lead on the PfMO Early Careers strategy and plan and establishment of a 'project academy' for UKAEA to support staff retention and development. Act as the 'design authority' for internally developed training and education.
  • Act in a leadership role model for the PfMO group, providing clear and positive leadership such as encouraging and developing effective team working, fostering a positive, can do will do attitude and facilitating knowledge sharing within teams to promote good succession planning and knowledge management.
  • Act in the capacity of Deputy Head of PfMO, deputising for the Head of PfMO at meetings, workshops and other fora as appropriate and agreed, taking responsibility to make decisions as a proxy for the Head of PfMO as needed and agreed.
  • Support the Head of PfMO in agreeing priorities and spending decisions for the project delivery group and work with the programme sponsors for all the Authority programmes at UKAEA on matters of resource and delivery support.
  • Work with the Head of PfMO, other PfMO function leaders and Group Leaders to progress development and continuous improvement of PfMO services and capability in line with the Gov 002 Functional Standard for Project Delivery and other guidance or requirements from central government.
  • Keep up with current project delivery related practitioner and academic research and ensure that this is communicated and shared back to the wider community.
