The Vacancy

The Workforce Planning Manager is a pivotal role within the NEC Group Contract.

The NEC Group Contract comprises of 5 venues within Birmingham, NEC, The Vox, Resorts World Arena, Utilita Arena Birmingham & The ICC.

OCS provide soft services to all venues,including security, stewarding, cleaning, waste, estates, and front of house.


With around 1500 casual workforce assigned to the contract, the Workforce Planning Manager will have overall responsibility for the effective scheduling and proper deployment of all events-based roles across The NEC Group.


The Workforce Planning Manager will oversee a team of 10 office-based staff, and will be responsible for the line management and development of this team to the contract.

This is a permanent role working on site at the NEC, with some flexible home working available. Due to the nature of the events business, some occasional weekend working is required (e.g. working 5 days in any 7), you would get a day off during the weekin lieu if you worked a weekend).

What you'll be doing

  • To work with the Head of Engagement & Head of Operations to understand business strategy, future focus & development
  • Line Management Responsibility for a Senior Workforce Planner, Workforce Planners & Apprentices. This includes the development and appraisal process for the team and all professional development.
  • Responsibility for the scheduling and communication with our casual and zero workforce, ensuring duties are filled with appropriately trained and qualified personnel. A clear understanding and strategy around the approach to high profile events includingBirmingham Commonwealth Games
  • Proactive reporting on deployments, costings, and compliance, in line with OCS and Client Policies and Procedures.
  • Identifying training needs and recruitment needs, forecasting deliverables, and working alongside our HR Teams to ensure we have the right people at the right time.
  • Managing our use of agency alongside Head of Service and establishing relationships and KPI's with agency partners.
  • Management of our casual and zero workforce, supporting with HR matters including sickness, absence & disciplinary.
  • Creating working groups across OCS Venues & Events to seek better ways of working and a collaborative approach.
  • To support and develop the communication and engagement strategy for our casual and zero workforce including internal communication & reward and recognition.
What you'll need

  • Experience of working with high volumes of staff across an array of different service streams (essential).
  • Knowledge and experience of Time & Attendance systems (essential).
  • An understanding of the events business (desirable).
  • An understanding of Facilities Management (desirable).
  • An understanding of casual and zero workers (desirable).
