Connect2Luton are excited to recruit a Service Director on behalf of Luton Borough Council within their Population Wellbeing department


As a Service Director, you will be responsible working with the Corporate Director and Service Directors in the directorate to identify effective commissioning, contract management and partnering arrangements.


To be successful in this role you must be able to deliver our ambitious plan to have a strategic commissioning function to deliver our ambitions, shape and develop the market, and work with health colleagues on integrated commissioning opportunities.


About the Role

  • To provide support to the Corporate Director for the commissioning, contract, and performance management.
  • Supporting the integration as far as possible of commissioning arrangements and objectives within the 3 service areas adults, housing and public health and to seek to align with Children's.
  • To act in an advisory capacity to the Population Wellbeing Directorate and wider partners of the commissioning services.
  • To conduct research, analysis and mapping of existing service provision in order to identify service gaps.
  • To ensure equality of access, transparency and fair treatment in the engagement and delivery of commissioned services for externalised bodies.
  • Provide support to the Corporate Director in relation to Luton's response to serious or potential reputationally damaging allegations or concerns regarding the provision of commissioned services.

About you

  • Professional background with Assistant Director level experience.
  • Knowledge, understanding and passion for commissioning within either a Social Care and/or Health and Wellbeing Services context are essential.
  • Able to give new strategies to base and build on upon successful sustainable partnerships.
  • Understanding of how to construct strategies that provide advice within a framework.
  • An appreciation of others needs and how they can impact the demand and need for services.
  • Understanding of legislation and regulatory frameworks key for the delivery of commissioned services.
  • Understanding of managing robust governance and accountability at Council and partnership level. Knowledge of statutory and regulatory requirements.
  • The ability to use technology and create individual development plans to improve the productivity and use of existing and new technology.
  • Ability to exchange and describe wide ranging complex and contentious information to a range of audiences.
  • Ability to be able to work with and engage others to achieve a common purpose. To diffuse potential conflict.
  • Ability to be able to project manage and to ensure delivery of involved commissioned programmes and work within a budget.
  • Ability to be able to analyse and interpret varied and highly complex information from several sources.
  • Experience of negotiating contracts and related agreements, with a wide range of providers.
  • Record of improving commissioning outcomes for customers, using innovations with identifiable delivery outcomes. Experience of creating real efficiency in commissioning.
  • Able to establish effective working relationships. Understands external political influences and is able to develop strategies and engage stakeholders in change.
  • Ability to plan finances effectively to ensure delivery.
