Overview

London Borough of Harrow is seeking a dynamic and experienced Director of Finance & Assurance (S151) to lead our financial operations and be a key member of our leadership team. As the Council's S151 Officer, you'll play a pivotal role in ensuring sound financial management and driving strategic decision-making. You'll lead a large and skilled Finance team, overseeing all aspects of our financial operations, from budgeting and planning to treasury management, revenues & benefits, procurement and financial reporting.

The successful candidate will:

• Develop and implement the Council's financial vision and strategy, working alongside our business transformation programme.
• Foster a culture of excellent financial management and value for money across the Council.
• Provide insightful and timely financial advice to senior officers, elected members, and external stakeholders.
• Lead the annual budget setting process and ensure effective integration with wider planning initiatives.
• Oversee the investment of Council cash balances and ensure optimal returns aligned with our risk profile.
• Manage the annual closure of accounts, meeting statutory deadlines and delivering accurate, high-quality reports.
• Champion strong financial controls and ensure our Financial Regulations are up-to-date and well-understood.
• Lead and manage a team of skilled finance professionals, fostering a high-performing and motivated environment.
