    Are you ready for a career-defining opportunity? My client is a major Highways/Road Developer looking for a Utility Project/Programme Manager to play a pivotal role in overseeing all aspects related to Statutory Utilities (SU) to ensure the successful delivery of road commitments within the Road Investment Programme (RIP).

    This exciting role involves setting and leading the collaborative vision for my client's partnership with external Statutory Utilities and is an exciting opportunity to lead and shape the strategic approach to utilities management.

    Your expertise will be essential in navigating complex delivery constraints and implementing innovative approaches to drive assurance, cost control, opportunity, and risk in major projects


    Statutory Utilities Management:

    Advise and promote all aspects of statutory utilities project management and the New Roads & Street Work Act, with a focus on the role of the OO Agent.



    Support for Project Management:

    Provide industry expertise to the Development and Consent Order, Programme Management Office, and regional project teams, identifying risk mitigation strategies through Xactium.



    Legal Framework:
    Collaborate with the legal services framework contract to manage specific bespoke utility works agreements that support major projects.


    Relationship Management:
    Actively manage relationships with regional utility organisations, transitioning from transactional, project-based delivery to a more collaborative model.


    Program Planning:

    Develop a plan to identify the program and complexity of schemes in the region that will require statutory utilities diversions or protection works.

    Identify, develop, implement, promote, and refine improvements to knowledge management systems related to statutory utilities.

    Utilities Expertise:
    Demonstrated industry-leading experience in project or program management within the Utilities sector.


    Regulatory Knowledge:
    In-depth understanding and application in a project environment of the New Roads & Street Work Act and SA10/05.


    • Highways Act and

    Planning Act:

    Extensive experience in delivering Highways Act and Planning Act Orders related to Utility Works, Protective Provisions, and S106 Agreements.



    Utility Regulations:
    Understanding of how utility organizations are regulated and the challenges they face in their service delivery.


    • Expert knowledge and understanding of utility construction, innovation, and activities in a digital environment, with a focus on health and safety (Construction Design and Management Regulations) across major disciplines, including water, gas, and electricity.
